On the afternoon of July 14, Prime Minister Le Minh Hung and a Government delegation held a working session with the Standing Board of the Phu Tho Provincial Party Committee. The meeting focused on reviewing the province’s socio-economic development, public investment disbursement, the operation of the two-tier local government model, the implementation of Politburo Resolution No. 57-NQ/TW, and measures to remove obstacles and unlock resources for local development.

Accompanying the Prime Minister were members of the Party Central Committee, including Dang Xuan Phong, Minister and Chairman of the Government Office; Ngo Van Tuan, Minister of Finance; Dao Hong Lan, Minister of Health; Vu Hai Quan, Minister of Science and Technology; Trinh Viet Hung, Minister of Agriculture and Environment; Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defence; and Senior Lieutenant General Nguyen Ngoc Lam, Deputy Minister of Public Security. They were joined by members of the Provincial Party Committee’s Standing Board, leaders of the Provincial People’s Council, Provincial People’s Committee, the Provincial Vietnam Fatherland Front Committee, provincial departments and agencies, and heads of central agencies based in the province.

Reporting to the Prime Minister and the delegation, Chairman of the Provincial People’s Committee Tran Duy Dong said that, guided by the motto “Unity and Discipline – Democracy and Innovation – Breakthrough and Development – Close to the People, For the People,” Phu Tho had rapidly stabilised and ensured the smooth operation of its two-tier local government system following the administrative merger.

The province has completed organisational restructuring in all 148 communes and wards, reduced the number of villages and residential groups by 39.19%, and decentralised 105 responsibilities from the provincial level to commune-level authorities. Phu Tho has also been ranked among Vietnam’s top five provinces for the quality of economic governance.

The province’s decisive governance has produced impressive economic results. Gross Regional Domestic Product (GRDP) growth remained at a high level, reaching 10.52% in 2025, ranking fourth nationwide. In the first six months of 2026, GRDP expanded by 10.18%, the highest in the Northern Midlands and Mountainous Region and seventh among Vietnam’s 34 provinces and centrally governed cities.

Public finance also recorded positive results. The province attracted more than US$1.77 billion in foreign direct investment (FDI) during the first half of 2026, exceeding its annual target and nearly five times the figure recorded in the same period last year. Public investment disbursement also remained among the highest in the country.

Phu Tho is also one of Vietnam’s leading localities in implementing Politburo Resolution No. 57-NQ/TW, focusing on addressing six major governance challenges through the application of big data and artificial intelligence (AI) in public administration.

To achieve its growth targets for the 2026–2030 period, the Standing Board of the Provincial Party Committee proposed that the Prime Minister and central ministries consider six major recommendations: establishing a 4,000-hectare Free Trade Zone in Binh Xuyen; expanding the Hoa Lac–Hoa Binh Expressway to four lanes before 2030 and six lanes thereafter; providing ODA funding to upgrade Phu Tho General Hospital into a regional special-class hospital; revising the mechanism for selecting investors for industrial cluster infrastructure projects in line with that applied to industrial parks; allocating 2,448 additional teaching positions in 2026; and supporting procedures to transfer more than 3,028 hectares of land recovered from the Vietnam Paper Corporation to local authorities for investment attraction.

During the meeting, leaders of central ministries and agencies acknowledged the province’s achievements, offered comments on each recommendation, and discussed solutions to remove bottlenecks and support Phu Tho’s socio-economic development.

In his concluding remarks, Prime Minister Le Minh Hung praised Phu Tho for its comprehensive and breakthrough achievements, particularly its proactive and innovative approach following the administrative merger.

He stressed that achieving a GRDP growth rate of more than 10% in 2026 would be a significant challenge, requiring the provincial leadership to demonstrate even greater determination and initiative. He encouraged the province to continue fostering self-reliance while boldly proposing exceptional and breakthrough policy mechanisms to mobilise development resources.

The Prime Minister urged the province to regularly study and effectively implement Party resolutions and conclusions, particularly the Resolution of the 14th National Party Congress, as well as Government directives, translating them into practical local action programmes.

He commended Phu Tho for proactively developing a plan aimed at achieving double-digit economic growth. However, he emphasised the need to assign clear responsibilities to each sector, locality, and level of government, with implementation progress linked to measurable outcomes. He also highlighted the importance of restructuring the economy around science and technology, innovation, digital transformation, the green economy, the circular economy, and high-quality human resources as the province’s core growth drivers.

The Prime Minister instructed the province to accelerate the disbursement of its 2026 public investment plan, resolve all delayed projects carried over from previous periods, mobilise the entire political system to expedite site clearance, strengthen inspections of construction material mines, and strictly revoke licences where violations are detected.

Recognising Phu Tho’s strong development potential, he also outlined strategic directions for restructuring the province’s industrial, service, and agricultural sectors. In industry, the province should prioritise high-tech investment projects, reduce dependence on labour-intensive industries, and improve occupancy rates in industrial parks and clusters. In the service and tourism sector, Phu Tho should leverage its strategic location as a gateway to the Hanoi Capital Region by developing logistics services and strengthening tourism links with Hanoi and Quang Ninh, particularly in cultural and spiritual tourism. In agriculture, the province should promote high-tech, value chain-based production while strengthening the management of planting area codes and product traceability systems.

Regarding administrative reform and social welfare, the Prime Minister instructed Phu Tho to complete its 180-day campaign to build a comprehensive land database, proactively review staffing needs in education and grassroots healthcare, and continue providing effective support for people with meritorious services and ethnic minority communities. He also called on the province to maintain political stability, social order, and public security; continue renewing the Party’s leadership methods; strengthen unity within the provincial Party organisation and political system; and ensure the fair and efficient allocation of officials and development resources.

Regarding the province’s proposals, the Prime Minister reaffirmed the Government’s commitment to accompanying and supporting Phu Tho’s development. He assigned relevant ministries and agencies to work closely with the province in addressing its recommendations within their respective authority, thereby creating the best possible conditions for the Land of the Ancestors to achieve strong breakthroughs in its new stage of development.

On behalf of the provincial leadership, Provincial Party Secretary Pham Dai Duong expressed his appreciation for the Prime Minister’s guidance, saying it provided both a clear direction for the province’s key priorities and valuable strategic insights for its long-term development.

He affirmed that immediately after the meeting, the province would comprehensively review all assigned tasks, translate each directive into concrete action programmes, and implement them across the entire political system with determination to achieve rapid and sustainable development in the years ahead.
