On the afternoon of July 7, Tran Hong Minh, Member of the Party Central Committee and Minister of Construction, chaired a conference reviewing the construction sector’s performance during the first six months of 2026 and outlining key tasks for the remainder of the year. The conference was held in a hybrid format, connecting the Ministry with provinces and centrally governed cities nationwide.

Attending the conference in Phu Tho were Vu Viet Van, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, together with representatives of relevant provincial departments and agencies.
During the first half of 2026, Vietnam’s construction sector achieved significant results across multiple areas. Institutional reform remained a major highlight, with 100% of the planned legislative program completed, all five assigned administrative reform targets fulfilled, and all 10 sector-specific databases successfully put into operation.
Nationwide, 395 kilometers of expressways were opened to traffic, bringing the country’s total expressway network to 3,345 kilometers. A total of 27,636 social housing units were completed, the national urbanization rate exceeded 45%, and approximately 95% of urban residents gained access to clean water. The transport sector also maintained strong growth, with passenger transport increasing by 18.8% and freight transport by 13.2%, while the production and consumption of construction materials continued to expand.
During the second half of 2026, the Ministry of Construction will prioritize completing institutional reforms, accelerating nationally significant infrastructure projects, improving the disbursement rate of public investment capital, promoting social housing development, advancing digital transformation, and effectively implementing the sector’s development objectives.
At the conference, local authorities shared experiences in developing Transit-Oriented Development (TOD) urban models, mobilizing private resources for transportation and urban infrastructure projects, optimizing land use, and implementing special policy mechanisms to stimulate economic growth. Participants also discussed solutions to promote social housing and rental housing in support of the country’s double-digit economic growth target, ensure adequate supplies of construction materials, remove obstacles to major transport projects, and improve the implementation of planning strategies linked to investment attraction.
In his concluding remarks, Minister Tran Hong Minh acknowledged and commended the achievements of the construction sector during the first half of the year while emphasizing that the tasks for the remaining six months would be particularly demanding as Vietnam strives to achieve double-digit economic growth.
The Minister called on all ministry-affiliated agencies and local authorities to maintain a proactive, innovative, and decisive approach to leadership and administration. He urged them to continue improving the legal framework by completing legislative documents on schedule, while further promoting decentralization, delegation of authority, administrative reform, and digital transformation.
He also stressed the need to prioritize removing obstacles and accelerating the implementation of nationally significant transportation infrastructure projects, improving public investment disbursement, strengthening planning management, promoting modern and sustainable urban development, expanding social and rental housing, ensuring stable supplies of construction materials, and maintaining stability in the real estate market.
The Minister further requested the entire sector to enhance the effectiveness of state management while promoting the application of science and technology, innovation, and digital transformation across all areas of operation, with the goal of successfully accomplishing the sector’s 2026 targets and contributing to the effective implementation of Vietnam’s 2026–2030 socio-economic development plan.
