On the morning of June 3, at Xuan Hoa Ward, Mr. Quach Tat Liem—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—conducted an on-site inspection regarding the land acquisition and site clearance progress of the Ring Road 5 Project of the Capital Region running through the territory of Phu Tho. Attending the inspection was Mr. Nguyen Viet Phuong—Member of the Standing Board of the Provincial Party Committee and Secretary of the Xuan Hoa Ward Party Committee.

The Ring Road 5 Project of the Capital Region is a national Group A project and a Grade I transport infrastructure work. The Phu Tho segment commands a total route length of 26.7km with an aggregate investment capital pool of 1,800 billion VND. To date, the project has successfully disbursed 1,051 billion VND out of the 1,570 billion VND allocated capital, reaching a disbursement rate of 67%.
Regarding real-world site clearance, jurisdictions along the route have completed compensation and clearance frameworks for 79.1 hectares out of 133.2 hectares (achieving 60% of the target) and formally handed over 15km out of 25km of construction-ready land to the developer and contractors.
Speaking at the inspection, Vice Chairman Quach Tat Liem powerfully emphasized the strategic significance and vital role of the Ring Road 5 Project in locking down regional transport connectivity and expanding Phu Tho’s socioeconomic space. He requested the Vinh Phuc Regional Project Management Board to tightly coordinate with provincial departments, sectors, and involved local governments to fiercely dismantle bottlenecks, accelerate compensation and site clearance timelines—especially concerning resettlement enclave projects—and swiftly finalize land reclamation legalities.

Directing local grassroots teams, the Vice Chairman requested Binh Tuyen Commune to rigorously audit all compliance processes and procedures governing crop compensation on production forest lands, while accelerating asset inventory declarations within the reclaimed perimeters of local households.
For Xuan Hoa Ward, he commanded the immediate establishment of a specialized council for land origin verification. This council must organize public civic consultations, transparently disclose all legal stages and inventory protocols, and publicly publish the compensation and support lists for affected citizens in absolute alignment with state statutory regulations.
Ultimately, the Vice Chairman ordered the Department of Agriculture and Environment alongside relevant line sectors to focus on guiding and auditing site clearance procedures. This concerted effort aims to compress timelines, directly fueling the efficiency and velocity of public investment capital disbursement for this national flagship project.
