On the afternoon of October 6, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear the Department of Construction report on several contents regarding urban planning and draft legal normative documents across the province. Attending the conference were leaders of relevant departments, sectors, units, and localities.

At the conference, the Department of Construction reported on 4 key topics, comprising: Local adjustment of the 1/2000 scale C4 Zonal Plan for industrial and supporting urban development in Binh Tuyen, Binh Nguyen, and Binh Xuyen communes; draft decision correcting Decision No. 2277/QD-UBND dated August 22, 2014, of the former Vinh Phuc Provincial People’s Committee approving the 1/500 scale Detailed Planning Project for Nam Vinh Yen New Urban Area – Phase 3; draft decision issuing regulations on task assignment and coordination in handing over, receiving, and post-handover management of construction works; and the Master Plan for Tien Luong Commune, Phu Tho Province through 2050.

Regarding the project local adjustment of the 1/2000 scale C4 Zonal Plan, the scope of adjustment covers 10 locations with a total area of approximately 195.34 hectares (out of a total approved area of 2,836.88 hectares) within the administrative boundaries of Binh Tuyen, Binh Nguyen, and Binh Xuyen communes. The projected population scale remains unchanged at approximately 50,000 people.
The adjustment aims to rectify existing shortcomings, update approved plans, and concretize new orientations—ensuring synchronization and establishing a foundation to attract investment for socio-economic development.
Regarding the 1/2000 scale Detailed Planning Project for Nam Vinh Yen New Urban Area – Phase 3, the Department of Construction reported a draft correction to Decision No. 2277/QD-UBND dated August 22, 2014, of the former Vinh Phuc Provincial People’s Committee. Due to technical errors during file compilation, data synthesis, and drawing printing, corrections are applied strictly to land use statistical data and area parameters in land plot labels. Land plot locations, dimensions, traffic networks, and other contents remain unchanged according to the approved plan.

The conference also heard the Department of Construction report on a draft decision of the Provincial People’s Committee issuing regulations on task assignment and coordination in the handover, receipt, and post-handover management of construction works subject to mandatory transfer to agencies, units, and commune-level People’s Committees. The regulations aim to clarify responsibilities, focal receiving points, and coordination mechanisms—ensuring facilities operate continuously and safely without creating gaps in state management.
According to the Master Plan for Tien Luong Commune, Phu Tho Province through 2050 (1/10,000 scale), Tien Luong commune covers a natural land area of 54.55 km2 with a population of 39,011 people. Following appraisal and review, the Department of Construction determined the project fulfills all conditions and recommended the Provincial People’s Committee consider and approve it.
Delivering concluding remarks, Vice Chairman of the Provincial People’s Committee Vu Viet Van acknowledged and requested the Department of Construction to fully absorb feedback from delegates, continuing to review and perfect all submitted contents. He emphasized that planning projects and legal normative documents must guarantee consistency and synchronization across planning levels, adhering closely to the province’s overall development orientations and on-the-ground feasibility.
The Vice Chairman assigned the Department of Construction to take the lead and coordinate closely with relevant agencies and units to urgently clarify lingering bottlenecks, reach consensus on handling options, and finalize documentation to submit to competent authorities for consideration and decision in accordance with legal regulations.
