On October 12, at the Hoa Binh Area Project Management Board (PMB), Comrade Dinh Cong Su — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear reports on implementation and disbursement status for projects under the Scheme for Population Stabilization and Socio-Economic Development in the Da River Resettlement Region; the progress of the Urgent Drought Relief, Anti-Erosion Embankment, and Boi River Flow Dredging Project; along with proposals to adjust investment policies for 2 Bui River embankment projects.
Participating in the conference were leadership representatives from relevant departments, sectors, the Hoa Binh Area PMB, alongside localities hosting project sites.

According to reports from the Department of Agriculture and Environment, total capital for executing the Scheme for Population Stabilization and Socio-Economic Development in the Da River Resettlement Region exceeds 4,053 billion VND. By the end of September 2026, out of more than 402 billion VND in 2025 capital extended into 2026 for disbursement, projects disbursed 152.188 billion VND, reaching 37.85%. Among this, central budget capital disbursement reached 37.4%, while local budget capital reached 50%.
To date, 13 out of 13 transition projects carried over from the 2016–2020 period have completed construction, been handed over for commissioning, and received final accounting approval. However, disbursement and construction progress on several projects fall short of requirements. A number of contractors have failed to fully concentrate workforce, machinery, and equipment; site clearance work across certain locations faces lingering bottlenecks, impacting execution schedules. Coordination among project owners, local authorities, and relevant agencies in resolving difficulties lacks decisiveness at times.

Regarding the Urgent Drought Relief, Anti-Erosion Embankment, and Boi River Flow Dredging Project (Component 1 Project), the approved total investment stands at 350 billion VND, of which 255 billion VND has been allocated and fully disbursed. The project comprises 36 work items; to date, 22 items have been completed and handed over for commissioning, 2 items are currently under construction, and 12 items remain unexecuted.
Through review, several unexecuted items have been funded via other capital sources or no longer align with terrain conditions and practical demands. Meanwhile, the prospective supplementary capital allocation of 95 billion VND remains insufficient to deploy all remaining items. The Hoa Binh Area PMB proposed reviewing and adjusting investment lists and scales, while concurrently accelerating final settlement approvals for completed independent works.

Regarding the 2 Bui River flow training embankment projects in Luong Son commune, the proposed adjusted total investment for the section from Binh Son Bridge to the access bridge into Nhuand Trach Industrial Park (IP) increases from 280 billion VND to 455.6 billion VND; while the section from the access bridge into Nhuan Trach IP to Bai Soi Bridge increases from 240 billion VND to 366.1 billion VND.
Primary causes stem from price fluctuations in raw materials, labor, construction machinery, and site clearance costs compared to initial approval points. The adjustment aims to guarantee synchronization across the embankment system, contributing to natural disaster prevention and control, protecting residential areas and agricultural land, and creating favorable conditions for developing Nhuan Trach IP.
Delivering concluding remarks at the conference, Vice Chairman Dinh Cong Su requested project owners to elevate their sense of responsibility, focusing on urging construction units and local authorities to accelerate project progress; clearly identifying difficulties and bottlenecks while assigning specific resolution duties to prevent impacting investment efficiency.
For projects under the Da River Resettlement Scheme, progress across each work item must be reviewed, concentrating personnel and equipment to accelerate construction across locations where site clearance has been secured. Concurrently, proactively coordinate to definitively resolve lingering issues in compensation, support, and site clearance while perfecting acceptance and payment documentation—striving to fully disburse assigned capital plans in accordance with regulations.
For the Urgent Drought Relief, Anti-Erosion Embankment, and Boi River Flow Dredging Project, he requested the Hoa Binh Area PMB to coordinate with departments, sectors, and localities for a comprehensive review, evaluating investment efficiency and clearly identifying items that require continued execution to prevent overlapping investments and ensure alignment with capital balancing capacities. Specialized agencies must coordinate to agree on options and guide the completion of investment policy adjustment documentation according to statutory regulations.
For the 2 Bui River embankment projects, the Luong Son Commune People’s Committee shall continue perfecting adjustment files, clarifying bases for establishing total investment figures, socio-economic efficiency, and alignment with the medium-term public investment plan for the 2026–2030 period, before submitting to competent authorities for consideration and decision. Implementation processes must adhere strictly to legal provisions, utilizing public investment capital efficiently to fulfill disaster prevention demands and serve local socio-economic development.
