On October 8, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — inspected the construction progress, compensation, support, and resettlement work for the Hoa Binh – Moc Chau Expressway Project (Km19+000 to Km53+000 section).

Participating in the working delegation were representatives of the Provincial People’s Committee Office, relevant departments and sectors, the Hoa Binh Area Project Management Board, the Hoa Binh Area Land Fund Development Center, alongside leaders of localities through which the project passes.

The Hoa Binh – Moc Chau Expressway Project (Km19+000 to Km53+000 section) has a total length of 34 km, comprising 31.9 km passing through Phu Tho province and 2.1 km through Son La province. The Phase 1 total investment stands at 9,997 billion VND, with the Hoa Binh Area Project Management Board serving as the project owner.

According to reports from the project owner, compensation, support, and resettlement work aligned with the complete 4-lane scale has basically been completed, with site handovers made to contractors for construction deployment. However, obstacles linger across several locations involving site clearance boundary adjustments and additions, power line relocations, waste disposal sites, and service access roads.

In Tien Phong commune, measurement and inventory work for waste disposal sites and power line relocations have been completed, with ongoing land origin verifications underway to formulate compensation and support plans.

In Tan Mai commune, supplementary site clearance boundary areas have completed compensation payouts to households and handed over construction sites.

Regarding the section passing through Van Ho commune, Son La province, approximately 2.1 km of construction site has been handed over to contractors; however, additions for waste disposal sites and service access roads still require ongoing resolution.

Regarding construction progress, the project consists of 4 packages, with the total executed value reaching approximately 28% of the contract value, basically guaranteeing scheduled timelines. Numerous roadbed, bridge, and tunnel items are being deployed concurrently. Notably, at the Hoa Son Bridge construction site, the contractor has completed tower pier footings P8 and P9, continuing with subsequent work items. As of September 30, the project achieved 89.1% disbursement of the 2026 capital plan.

Current difficulties stem from large volumes of surplus earth and rock, while existing waste disposal and storage sites fail to meet demands. In addition, rising fuel prices and material transportation costs have impacted contractor construction operations.

Through on-site inspection, Vice Chairman Quach Tat Liem acknowledged the sense of responsibility and efforts of departments, sectors, localities, the project owner, and contractors. Despite complex terrain conditions and heavy workloads, project progress to date basically fulfills set plans.

To resolve bottlenecks, the Vice Chairman requested the People’s Committees of Cao Son and Da Bac communes to urgently finalize land recovery procedures for power line relocations. Tan Mai commune shall step up propaganda and mobilization to build public consensus regarding land use for service access roads serving the construction of the Km49+636 bridge and the Km48+700 alignment section. The Hoa Binh Area Land Fund Development Center shall coordinate with localities to accelerate site clearance across boundary adjustment points, supplementary waste disposal sites, and power line relocations.

Regarding obstacles in Son La province, he assigned the Hoa Binh Area Project Management Board to proactively coordinate with the Van Ho Commune People’s Committee to review, synthesize, and advise the Provincial People’s Committee to liaise with the Son La Provincial People’s Committee for joint resolution, ensuring early site handovers for construction.

On handling surplus earth and rock, Vice Chairman Quach Tat Liem requested the project owner to coordinate with localities to review and propose expanding waste disposal sites, urgently completing procedures to bring them into operation. He assigned the Department of Agriculture and Environment to guide statutory procedures to utilize surplus stone resources for public investment projects in need across the area—ensuring efficient resource utilization and avoiding waste.

Regarding items requiring design adjustments, the Vice Chairman assigned the Hoa Binh Area Project Management Board to proactively coordinate with consulting units to review and agree on practical technical options that will not impact overall progress. Concurrently, work with contractors to agree on construction organization plans and financial resource allocations to guarantee continuous, synchronized construction across the entire route.

He requested contractors to concentrate personnel, machinery, and equipment, organizing rational construction schedules to take advantage of favorable weather to boost execution volumes. The project owner and contractors shall proactively conduct inspections, finalize documentation, and make timely payments for completed volumes, avoiding delays that affect disbursement progress.

Emphasizing the project’s critical significance, Vice Chairman Quach Tat Liem requested departments, sectors, localities, and units to clearly identify responsibilities, strengthen coordination, decisively remove difficulties, and accelerate construction progress—striving to achieve the highest completion rate for the 2026 plan.
