On July 8, the provincial Department of Industry and Trade held a conference to assess the operation of industrial clusters in the province in the first 6 months of 2024 and implement Decree No. 32/2024/ND-CP, dated March 15, 2024, of the Government on Management and Development of Industrial Clusters. Attending were leaders of a number of provincial departments, branches, and units; leaders of People’s Committees of districts, cities, and towns; and investors in the infrastructure of industrial clusters in the province.
Leaders of the provincial Department of Industry and Trade delivered opening remarks at the conference.
The province has 27 established industrial clusters with a total area of over 1,445 hectares. Of which, 17 industrial clusters have invested in building technical infrastructure and attracting secondary investors to operate; 2 industrial clusters are investing in building technical infrastructure; 8 industrial parks are carrying out compensation, site clearance, and procedures for construction, environment, fire prevention, and fighting... to invest in infrastructure.
The industrial parks have attracted 175 registered investment projects, including 105 domestic investment projects with a total registered capital of over VND10,000 billion and 70 foreign investment projects with a registered capital of 776 million USD. Investment projects in industrial parks increase the efficiency of land use, contribute to attracting effective investment, create revenue for the budget, and create jobs and income for workers.
So far, 129 projects in industrial parks have come into operation, creating stable jobs for over 27,000 workers.
Overview of the conference
After listening to the report on the operation situation, the delegates and investors in the technical infrastructure of the industrial parks discussed and clarified a number of difficulties and obstacles in investing in industrial park infrastructure regarding compensation, site clearance, attracting secondary investors, investing in synchronous construction items at the industrial parks, etc.
On that basis, the delegates proposed and recommended a number of issues to improve the efficiency of management, investment and development of industrial parks such as: Speeding up the progress of compensation, site clearance for industrial park projects, building resettlement areas; reviewing infrastructure investment projects of industrial parks from the State budget, identifying related problems to propose reorganizing the management form appropriately; concentrate resources, carry out the construction of basic construction items in the industrial park to ensure project progress, pay special attention to investing in wastewater treatment systems, centralized waste, internal roads, trees, etc.
At the conference, the Department of Industry and Trade disseminated some important contents of Decree No. 32/2024/ND-CP, dated March 15, 2024, of the Government on the management and development of industrial parks. Decree No. 32 takes effect from May 1, 2024, with 7 chapters and 38 articles, replacing Decree No. 68/2017/ND-CP dated May 25, 2017 of the Government on the management and development of industrial parks, and Decree No. 66/2020/ND-CP dated June 11, 2020 of the Government amending and supplementing a number of articles of Decree No. 68/2017/ND-CP.
