Inauguration of Hoa Binh - Xuan Mai Water Treatment Plant: Providing Clean Water for 1.5 Million People

On the afternoon of April 30, at Ky Son Ward, AquaOne Corporation held the inauguration ceremony for the Hoa Binh - Xuan Mai Water Treatment Plant.

The event was attended by: Ms. Nguyen Thi Kim Ngan – Former Member of the Politburo, Former Chairwoman of the National Assembly; Mr. Hoang Trung Hai – Former Member of the Politburo, Former Deputy Prime Minister; Mr. Nguyen Quoc Doan – Member of the Party Central Committee, Inspector General of the Government Inspectorate; and Mr. Truong Viet Dung – Vice Chairman of the Hanoi People’s Committee.

Representing the provincial leadership were: Mr. Bui Van Tinh – Former Member of the Party Central Committee, Former Secretary of the (former) Hoa Binh Provincial Party Committee; Mr. Bui Duc Hinh – Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Mr. Dinh Cong Su – Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee; along with representatives from central ministries, various provinces, and international delegates from the Federal Republic of Germany.

The Hoa Binh - Xuan Mai Water Treatment Plant was constructed amidst the urgent need to ensure water security for Western and Southwestern Hanoi, driven by rapid urbanization and population growth. The project is a strategic component of a large-scale water supply infrastructure system designed for both immediate needs and long-term backup.

With a total investment exceeding 5.13 trillion VND across 4.5 hectares, construction began in April 2024 and reached completion in April 2026. The plant’s capacity in Phase 1 is 150,000 m3/day, with plans to scale up to 300,000 m3/day by 2030, 500,000 m3/day by 2040, and ultimately 900,000 m3/day in the long term.

Raw water is sourced from the Da River, ensuring stable quality and long-term safety. Once commercial operations begin in mid-May 2026, the plant will supply clean water to approximately 1.3 - 1.5 million people, helping resolve local water shortages in parts of Hanoi and adjacent areas. The project also creates jobs for 200 workers, 70% of whom are locals.

The plant features advanced European technology and equipment. Notably, 100% of the water used in the production process is circulated, and wastewater is treated for reuse. In the future, a 1.7 MW solar power system will be installed to reduce greenhouse gas emissions, aligning with sustainable development goals.

AquaOne Group presented gifts to the Fund for the Poor and Social Welfare Funds of Phu Tho, Tay Ninh, and Hanoi.

Speaking at the ceremony, Mr. Bui Duc Hinh affirmed that the inauguration marks a milestone in water supply infrastructure, directly serving the people’s lives and stimulating regional socio-economic growth. He emphasized that the plant not only ensures safe water and public health but also facilitates business investment and industrial development. He commended the investor, contractors, and local authorities for completing the project on schedule and with high quality.

Mr. Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, highly appreciated the coordination of AquaOne. He emphasized that the plant would diversify Hanoi’s water sources, creating a foundation for smart water management and smart city models.

On this occasion, AquaOne Group donated to the Fund for the Poor and Social Welfare Funds of Phu Tho, Tay Ninh provinces, and Hanoi City.
