On the morning of April 24, the Government Office organized a national online conference to accelerate the allocation and disbursement of public investment capital for 2026. Prime Minister Le Minh Hung attended and chaired the conference. Also present were members of the Politburo, members of the Party Central Committee, Deputy Prime Ministers, and leaders of ministries and localities.

According to the report, the total public investment capital for 2026 assigned by the Prime Minister to ministries and central agencies exceeds 1,013 trillion VND. As of April 15, 2026, approximately 976.5 trillion VND has been allocated. However, disbursement results remain modest, reaching only 127.3 trillion VND, equivalent to 12.6% of the plan.
Notably, only 7 ministries and 16 localities achieved disbursement rates equal to or higher than the national average. In contrast, 16 agencies recorded disbursement rates below 1%, reflecting significant implementation delays. The primary causes include fluctuating material prices, policy changes, and obstacles in site clearance.

During the discussion, Chairman Tran Duy Dong affirmed that Phu Tho has been proactive and drastic since the beginning of the year. As of April 15, the province has detailed the allocation of approximately 17 trillion VND; disbursement reached 2.8 trillion VND, or 14.1% of the target assigned by the Central Government.
Phu Tho achieved this by focusing on centralized investment, prioritizing transitional and completed projects while cutting unnecessary ones. The province tracks disbursement progress by week, month, and quarter, flexibly reallocating funds from slow projects to those with better absorption capacity.
A notable highlight is the “Green Lane” mechanism, which slashes administrative processing time by 50% for public projects. The province also enforces strict discipline under the “6 Clarities” principle, holding heads of agencies accountable for delays.

From now until the end of 2026, Phu Tho aims to complete 100% of the allocation and achieve a disbursement rate of over 95%. For transitional projects, the targets are 50% by Q2, over 75% by Q3, and 100% by year-end. Furthermore, the province is preparing the 2026–2030 medium-term investment plan, aiming to reduce the number of projects by at least 30% to concentrate resources on key works with high spillover effects.
To support these goals, Chairman Tran Duy Dong proposed that the Government soon announce the 2026–2030 medium-term plan and requested ministries to provide synchronized guidelines for National Target Programs and construction contract price adjustments.
Concluding the conference, Prime Minister Le Minh Hung requested all sectors to view public investment disbursement as a core political task, essential for promoting economic growth and macroeconomic stability. He ordered the immediate removal of bottlenecks in site clearance and material pricing, emphasizing that the entire political system must act with high determination to achieve the 2026 targets.
