On the afternoon of April 23, at the Provincial People’s Committee headquarters, the Standing Committee of the Phu Tho Provincial Party Committee held a working session with the Standing Committee of the Tuyen Quang Provincial Party Committee. The meeting aimed to exchange experiences in Party building and socio-economic development, and to reach a consensus on key collaborative efforts between the two localities.
An overview of the working session.
The delegation from Tuyen Quang Province was led by Mr. Hau A Lenh — Member of the Party Central Committee and Secretary of the Provincial Party Committee. He was accompanied by Deputy Secretaries of the Provincial Party Committee: Mr. Nguyen Van Son (Chairman of the Provincial People’s Council), Mr. Phan Huy Ngoc (Chairman of the Provincial People’s Committee), and Mr. Ma The Hong (Chairman of the Provincial Fatherland Front Committee).
Representing Phu Tho Province were Mr. Pham Dai Duong — Member of the Party Central Committee and Secretary of the Provincial Party Committee; Mr. Bui Van Quang — Standing Deputy Secretary; and other Deputy Secretaries: Mr. Bui Duc Hinh (Chairman of the Provincial People’s Council), Ms. Bui Thi Minh (Chairwoman of the Provincial Fatherland Front Committee), Mr. Bui Huy Vinh, and Mr. Nguyen Manh Son.
During the session, Secretary of the Tuyen Quang Provincial Party Committee Hau A Lenh expressed his admiration for Phu Tho’s developmental progress following its administrative restructuring, especially amidst the sacred atmosphere leading up to the 2026 Hung Kings' Festival.
Highlighting the similarities in geography and traditional culture, Mr. Hau A Lenh expressed his desire for the two provinces to enhance inter-regional cooperation, particularly in connectivity infrastructure investment and the exploitation of cultural-tourism potential. Tuyen Quang expects Phu Tho, with its position as a gateway to the Capital region, to support regional linkages to boost socio-economic growth alongside national defense and security.

Speaking at the conference, Secretary of the Phu Tho Provincial Party Committee Pham Dai Duong affirmed the importance of sharing leadership experiences following the administrative boundary merger. He also stressed the implementation of the Resolution of the 14th National Party Congress, key Central Government resolutions, and relevant regional and provincial planning. He noted that Phu Tho is striving for double-digit growth, with regional linkage serving as a core strategy.

Based on high consensus, leaders of the two provinces decided to establish a joint working group to formalize cooperation content and periodically review progress. Departments and units were tasked with developing detailed plans based on the Memorandum of Understanding (MoU) under the principle of "clear people, clear tasks, clear results." The comprehensive cooperation program is expected to be finalized for submission to the Prime Minister and Central ministries in May 2026.

Earlier, the Standing Committee delegation of Tuyen Quang province offered incense in memory of the Hung Kings at Kinh Thien Palace on the summit of Nghia Linh Mountain. As part of the working program, the Standing Committees of both localities also visited and worked with the Party Committee and the Military Region 2 Command.
