The railway section passing through the Vinh Phuc area spans approximately 42 km across 10 communes and wards: Vinh Yen, Phuc Yen, Song Lo, Son Dong, Tien Lu, Vinh An, Vinh Hung, Hoi Thinh, Yen Lac, and Binh Nguyen.

Total estimated land area requiring compensation and site clearance reaches approximately 210 hectares. Project scope encompasses 3 railway stations, resettlement areas, public cemeteries, and numerous technical and social infrastructure works, including Binh Xuyen High School.

The project carries a preliminary total investment of nearly 7,385 billion VND, scheduled for execution during the 2025–2027 period. The Vinh Phuc Regional Project Management Board was assigned as the project owner, while simultaneously organizing site clearance execution.

To meet the heavy workload, the Vinh Phuc Regional Project Management Board established 5 site clearance teams comprising over 50 cadres coordinating with Commune/Ward People’s Committees; expecting to mobilize an additional 30 cadres when necessary.

Adhering strictly to Government Resolution No. 281/NQ-CP dated September 22, 2026, the Vinh Phuc Regional Project Management Board constructed detailed plans and schedules, striving to complete compensation and site clearance work within Q4/2027.

By October 20, land acquisition mapping, acquisition plans, investigations, surveys, measurements, and inventory countings had been deployed across all 10 communes and wards.

Determining land user identity reached approximately 90% of acquisition area in Vinh Hung, Vinh An, Hoi Thinh, Yen Lac, Tien Lu, Son Dong, and Song Lo communes; and reached about 75% in Vinh Yen Ward, Phuc Yen Ward, and Binh Nguyen Commune.

Regarding sub-projects for constructing resettlement areas and public cemeteries, 18 out of 22 sites have received location and boundary approvals. Items concerning technical infrastructure relocation, Binh Xuyen High School, and related structures are proceeding according to plan.

During the inspection, the Vinh Phuc Regional Project Management Board requested the Railway Project Management Board (Ministry of Construction) to hand over boundary records for replacement structures, material mines, waste disposal sites, and connecting branch lines from the ICD port to Phuc Yen Station at an early date.

The unit also requested the Provincial People’s Committee to unify the lead focal point for appraising technical designs and map drawing cost estimates; considering allowing localities to utilize land acquisition maps provided by the Provincial Land Registration Office to deploy subsequent steps.

Vinh Yen and Phuc Yen wards were urged to approve location sites for constructing public cemeteries promptly.

Inspecting field realities, Vice Chairman Phan Trong Tan requested departments, branches, localities, and relevant units to raise responsibility, proactively coordinate, and concentrate on resolving difficulties in map drawing, technical design appraisal, cost estimation, and executing compensation, support, and resettlement procedures to guarantee project schedule.

He assigned the Department of Agriculture and Environment to appraise technical designs and guide localities in measuring and drawing land acquisition maps. The Department of Finance will guide norms, unit prices, and appraise site clearance organization expense estimates. The Vinh Phuc Regional Land Fund Development Center will guide localities in determining compensation land prices, ensuring compliance with regulations, transparency, and protecting legitimate rights and interests of citizens.

He reminded specialized agencies to offer concrete, timely guidance, resolving obstacles right at the grassroots level to limit unnecessary procedures and expenses.

Regarding land boundary determination, the Vice Chairman requested the Railway Project Management Board to urgently review and place supplementary boundary stakes serving project execution, establishing accurate baselines for localities to conduct inventories and formulate compensation and site clearance plans.

Localities must strengthen land status management, conducting regular inspections backed by photo documentation, promptly preventing illegal expansions and constructions aimed at profiting from compensation policies.

The Vinh Phuc Regional Project Management Board must thoroughly review sub-projects, especially technical infrastructure items in resettlement areas; calculating residential land allocations for citizens under prescribed quotas, guaranteeing synchronized investments in transport networks, drainage, lighting, and essential utilities for long-term living.

Project owners and management boards must emphasize selecting capable, experienced consulting units and contractors; executing full procedures, and stepping up quality and schedule inspections across sub-projects.

Departments, branches, localities, and units must proactively resolve emerging difficulties, coordinating closely to avoid affecting overall project progress.

Regarding spatial development orientations, Comrade Phan Trong Tan requested studying the effective exploitation of Son Dong Station’s advantages, orienting the area into a service and commercial hub linked with the Transit-Oriented Development (TOD) urban model.

Planning must be studied synchronously with Viet Tri urban space, commercial areas on both banks of the Lo River, and connecting transport systems, generating economic-urban development momentum and maximizing the efficiency of the Lao Cai - Hanoi - Hai Phong railway line.
