Japanese Company Breaks Ground on Second Factory with Annual Capacity of Five Million Products at Thang Long–Vinh Phuc Industrial Park

On July 21, Sei Optifrontier Vietnam Co., Ltd. (SEOV), a member of Sumitomo Electric Industries of Japan, held a groundbreaking ceremony for its Second Factory at Thang Long–Vinh Phuc Industrial Park, marking a further expansion of its investment and manufacturing operations in Phu Tho Province.

The ceremony was attended by Mr.Hoang Long Bien, Member of the Provincial Party Committee and Head of the Provincial Industrial Parks Management Board, along with representatives of provincial departments, agencies and SEOV’s leadership.

The Second Factory will be built on a 2.2-hectare site at Lot B-12 in Thang Long–Vinh Phuc Industrial Park. Designed with an annual production capacity of five million products, the facility is scheduled to commence operations in April 2028. The project follows the successful operation of SEOV’s First Factory, which has been in operation since 2020.

After six years of investment in Phu Tho, SEOV has established projects at three locations with a combined investment of $110.7 million. In 2025, the company contributed more than VND 40.5 billion to the State budget and provided employment for approximately 3,200 workers.

In addition to the Second Factory, the company’s Third Factory at Ba Thien Industrial Park – Sub-zone I is also under construction and is expected to begin production in April 2027 with an annual capacity of 27 million products. Once all three factories are fully operational, SEOV is expected to contribute around VND 180 billion annually to the State budget while creating employment for approximately 5,600 workers.

Speaking at the ceremony, Hoang Long Bien described the commencement of the Second Factory as an important milestone in SEOV’s development, while reaffirming the attractiveness of Phu Tho’s investment environment and the increasingly strong economic partnership between Vietnam and Japan.

Phu Tho currently has 18 operational industrial parks, attracting hundreds of domestic and foreign investment projects. Japanese enterprises are among the province’s key strategic investors, with 60 projects and a combined registered investment exceeding $2 billion, making significant contributions to industrial development, exports and employment generation.

To ensure the Second Factory is completed and put into operation on schedule, Mr. Bien urged SEOV to continue mobilising sufficient resources to implement the project with high quality and on time, while fully complying with regulations governing investment, construction, land management, environmental protection, fire prevention and firefighting, and other relevant legal requirements.

He also called on consultants and construction contractors to uphold their professional responsibilities by strictly adhering to technical standards, ensuring construction quality, occupational safety and environmental sanitation, and avoiding any disruption to the operations of other businesses within the industrial park.

The Provincial Industrial Parks Management Board reaffirmed its commitment to accompanying and supporting investors by continuing to streamline administrative procedures and creating favourable conditions for the project’s efficient and timely implementation.
