Recognizing industrial development as a key driver of socio-economic growth, Phong Chau Ward is accelerating the implementation of the Phu Ho Industrial Cluster project. As one of the ward’s priority projects, it has received strong leadership and direction from the Party Committee, the People’s Council, and the People’s Committee, with the goal of commencing construction in August 2026.
VND 532 Billion Investment in Phu Ho Industrial Cluster
The Phu Ho Industrial Cluster covers a total area of 75 hectares. It was established under Decision No. 769/QD-UBND, issued by the Phu Tho Provincial People’s Committee on April 14, 2023, and its 1:500 detailed master plan was approved under Decision No. 3362/QD-UBND, issued by the former Phu Tho Town People’s Committee on October 11, 2023. The infrastructure investment and operation project is being developed by Nam Hoang Viet Joint Stock Company.

The project has a total estimated investment of VND 532 billion and includes factories, manufacturing facilities, a commercial center, an administrative and service building, technical infrastructure facilities, and other supporting works.
To date, compensation and site clearance plans have been approved for 30.7 hectares of the total 75-hectare site. Of this, 24.1 hectares have already been handed over to the investor after compensation payments were completed.
According to Hoang Anh Vu, Chairman of the Phong Chau Ward People’s Committee, the ward has assigned its Division of Economy, Infrastructure and Urban Development to work closely with the project developer in accelerating compensation, support, and resettlement activities.
He stated: "The ward is currently reviewing and completing the documentation required to request the Provincial People’s Committee to hand over the cleared land to the investor before July 31, 2026, enabling construction to begin in August 2026 in accordance with the conclusion of the Chairman of the Provincial People’s Committee at the 21st Entrepreneurs' Coffee Program held on May 22, 2026."

VND 114 Billion Invested in Supporting Infrastructure
To facilitate the development of the industrial cluster, Phong Chau Ward is simultaneously implementing two supporting projects—a transportation project and a resettlement project—with a combined investment of nearly VND 114 billion.
The first project involves the construction of an access road to the Phu Ho Industrial Cluster, managed by the Phong Chau Ward Project Management Board, with a total investment of nearly VND 55 billion.
For the Phu Ho Industrial Cluster Access Road Project, developed by the Phong Chau Ward Project Management Board, the total investment is nearly VND 55 billion. According to the approved technical design, the road will be 473.39 meters long and constructed to urban road standards, featuring a 35-meter-wide roadbed, a 22-meter-wide carriageway, a 2-meter-wide central median, and 5.5-meter-wide sidewalks on both sides.
The road will connect the industrial cluster with National Highway 2 and the surrounding transport network, meeting future transportation and logistics demands while promoting local socio-economic development.

The second project is the construction of the Tran Cay Mi Resettlement Area, which will support compensation and site clearance for the industrial cluster. Covering 5.1 hectares, the project includes land leveling, roads, water supply and drainage systems, electricity infrastructure, and other technical and supporting facilities. It is also managed by the Phong Chau Ward Project Management Board.
To date, compensation plans have been approved for 3.26 hectares of the project area, and construction is progressing according to schedule.

The Phong Chau Ward People’s Committee has instructed its Division of Economy, Infrastructure and Urban Development to continue coordinating closely with the Phu Tho Regional Land Development Center and the project investor in implementing compensation, support, and resettlement activities. At the same time, construction of infrastructure in already-cleared areas is being accelerated to ensure that the resettlement project is completed before December 31, 2026.
