Such was the directive issued by Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Phu Tho Provincial People’s Committee (PPC) — during a working session on the afternoon of August 18 with the Department of Finance, the Provincial Inspectorate, and related departments and sectors concerning the review progress and resolution of obstacles for prolonged, backlogged projects in the province.

Attending the conference were Vice Chairmen of the PPC; leadership representatives from the Internal Affairs Board of the Provincial Party Committee and the Inspection Commission of the Provincial Party Committee; heads of relevant departments and sectors; alongside members of the Task Force for Resolving Difficulties and Obstacles in Prolonged, Backlogged Projects (Task Force 751).

According to reports, Phu Tho Province currently has 151 projects encountering difficulties and obstacles. Demonstrating a proactive and decisive spirit, the province has definitively processed 50 projects. Among them, 30 projects have had their operations terminated and are now assigned to specialized departments and sectors to complete settlement procedures and revoke investment certificates to place them on the list for attracting competent new investors; 20 projects have resolved their bottlenecks and are receiving guidance from departments and sectors to finalize land procedures and expedite commencement of production and business activities.

Regarding the group of 39 projects applying special mechanisms and policies (26 projects approved for implementation by the Central Inspection Commission; 13 projects with legal situations similar to the mechanisms under Resolution No. 29/2026/QH16 of the National Assembly on special mechanisms to resolve bottlenecks for backlogged projects and land violations), specialized agencies advised the PPC to issue decisions resolving difficulties and allowing continued implementation for 1 project; while drafting resolution and remedy plans for 35 projects to seek feedback from investors and relevant sectors, striving to complete all reports before August 31.

For the remaining 62 projects, the province continues to review and classify them for handling according to specific obstacle groups, including one project that has completed documentation requesting adjustment approval.
Practical reviews indicate that 6 projects have legal backgrounds similar to Resolution No. 29/2026/QH16 but were not included in inspection conclusions; the Provincial Inspectorate and relevant departments are currently coordinating meetings to deliberate handling options. Several projects, despite receiving consensus on resolution plans from the Central Inspection Commission, do not fall under the scope of Resolution No. 29/2026/QH16; the Department of Finance is organizing inter-agency meetings to agree on solutions.
In addition, many investors remain slow to provide sufficient financial capability proof (audit reports) or have not evaluated socio-economic efficiency, directly impacting overall progress.
At the conference, delegates focused on discussing solutions to accelerate progress toward definitively handling the 39 projects applying special mechanisms; while clarifying specific bottlenecks and proposing resolution schemes for the remaining 62 projects.
Delivering concluding remarks, PPC Chairman Tran Duy Dong emphasized: The review and evaluation of obstructed projects must be conducted rigorously and cautiously in the spirit of partnering with enterprises to resolve difficulties, with absolutely no rush or haste.
The PPC Chairman required clear classification of each project to apply appropriate solutions; prioritizing “easy tasks first, difficult tasks later”; and flexibly applying provincial authority for contents consistent with legal provisions. Based on the draft handling framework synthesized by the Department of Finance, functional departments and sectors must urgently coordinate reviews and submit written feedback for the Department of Finance to finalize the consolidated report to present to the PPC before August 25, while completing documentation to submit to the Central Inspection Commission before September 15.

For the group of special projects exceeding local authority, the province will synthesize reports to submit to higher levels, proposing that the Politburo and the Government consider inclusion in a special resolution or issuance of a new mechanism for definitive resolution.
The PPC Chairman also instructed decisive and strict measures against investors exhibiting a lack of cooperation during the review process. Concurrently, he requested PPC Vice Chairmen to proactively listen to reports and step up field inspections of projects within their assigned sectors and areas to direct timely resolution at the grassroots level.
