Preventing Capital from “Waiting” for Construction Projects

Public investment is identified as a vital driving force behind economic growth. Therefore, right from the beginning of 2026, Tan Son Commune has regarded accelerating capital disbursement as a central, continuous task in its leadership and administration. Beyond assigning capital plans early on, the local government regularly reviews the progress of each project, assigns clear responsibility to each division and project owner, and promptly resolves difficulties right at the grassroots level.

According to a report from the Commune People’s Committee, by the end of June 2026, the total allocated capital plan in the commune reached over VND 105.4 billion, of which public investment accounted for more than VND 92.7 billion. The executed volume for ongoing and newly commenced projects exceeded VND 194.2 billion, with the disbursed value reaching 35% of the allocated capital plan. Notably, the entirety of the VND 5.92 billion capital carried over from 2025 to 2026 has been fully disbursed, demonstrating a firm resolve to avoid idle capital and prevent transitional projects from dragging out and wasting investment resources.

Parallel to disbursement efforts, the commune has completed the approval of investment policies and economic-technical reports for 15 projects; allocated capital to implement 18 projects, including 5 transitional projects and 13 newly commenced ones. Bidding procedures were executed in strict compliance with the 2023 Law on Bidding; investment monitoring, evaluation, and data updates on the Ministry of Finance’s information system were conducted regularly.

In addition to focusing on progress, the local authority has tightened quality control and efficiency in capital usage. During the first six months, the commune audited and approved final accounts for 18 projects, cutting over VND 30 million compared to requested values, while inspecting, accepting, and handing over 5 completed projects for official use, maximizing the efficiency of public investment funds.

These figures reflect a clear and systematic approach in Tan Son Commune to ensure public investment disbursement is not only fast but also compliant, purposeful, and tied to construction quality.

Despite achieving many positive results, the journey of bringing public investment capital into actual development in Tan Son still faces several hurdles. Some projects are stuck in land clearance, others are delayed in completing paperwork, and certain constructions suffer from continuous fluctuations in construction material prices.

A prime example is Phase II of the Tan Son High School project, with a total investment of VND 19.5 billion. This project is eagerly anticipated by local residents as it will add classrooms, sports fields, and a synchronized infrastructure system to meet the growing educational needs of students. To implement the project, the locality had to handle a substantial volume of site clearance work with a budget of around VND 6 billion. Rather than relying solely on administrative procedures, the commune government proactively engaged in public communication and mobilized residents to donate land, building strong community consensus. This shared agreement helped resolve many bottlenecks right at the grassroots level.

Concurrently, the project to build classrooms and a multi-purpose hall at Tan Phu Elementary School has completed investment procedures and is preparing for construction; the technical infrastructure project for the Tan Phu Industrial Cluster resettlement area is finalizing design documentation; and the project to complete the infrastructure of the commune center area is accelerating planning to facilitate early execution.

To prevent “capital waiting for construction projects,” Mr. Nguyen Van Hai, Vice Chairman of Tan Son Commune People’s Committee, stated that the committee maintains regular progress inspections and organizes thematic meetings to review every project, step, and task. Emerging difficulties are categorized, and responsible parties are clearly assigned to prevent prolonged backlogs.

Furthermore, compensation, support, and land clearance work receive concentrated focus. The commune is currently conducting inventories and drafting compensation, support, and resettlement plans for 5 projects. This is considered one of the key tasks deciding disbursement progress in the final months of the year.

The project to complete the infrastructure system of the Tan Son Commune center area is implemented, contributing to completing new rural development criteria and improving the spiritual quality of life for residents.

In practice, each public investment project represents far more than just finishing a construction item. It creates the conditions to raise educational quality, perfect infrastructure for investment attraction, generate jobs, and step-by-step transform the local landscape. What residents look forward to is not simply the disbursement percentage, but new schools lighting up soon, roads completed early, and synchronized resettlement areas built to serve industrial development projects.

The final months of 2026 will be an acceleration phase for Tan Son Commune. According to Vice Chairman Nguyen Van Hai, the remaining workload is massive — spanning land clearance, contractor selection, construction, acceptance testing, and final settlement. However, under the decisive direction of the Commune Party Committee and People’s Committee, the proactiveness of project owners and construction units, along with the consensus of local residents, the goal of disbursing 100% of the public investment plan is not just a deadline target, but a firm commitment to rapidly translate every dong of the state budget into practical works, building a solid foundation for local socio-economic development.
