Promoting Substantive and Effective Cooperation Between Phu Tho Province and Honghe Prefecture (China)

Within the framework of a working trip to Yunnan Province (China), on September 15, a working delegation from Phu Tho Province led by Mr. Vu Viet Van—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—visited, conducted field surveys, and held a working session with the Government of Honghe Hani and Yi Autonomous Prefecture.

The two sides agreed to promote substantive, in-depth cooperation across multiple key fields, opening up new development space based on the strengths of the Kunming – Lao Cai – Hanoi – Haiphong – Quang Ninh economic corridor.

At the working session, on behalf of Honghe Prefecture leadership, Ms. Luo Ping—Deputy Secretary of the Prefectural Party Committee and Governor of Honghe Prefecture—warmly welcomed the working delegation, affirming that the two localities possess many similarities in topography and culture, both located within the potential-rich Red River basin.

Emphasizing the solid foundation of past cooperation, the Governor of Honghe Prefecture affirmed that both sides still hold ample room to complement each other in economic connections, trade, investment promotion, and people-to-people exchanges.

Speaking at the working session, Vice Chairman Vu Viet Van expressed sincere thanks for the warm reception from Honghe Prefecture leaders. He outlined the outstanding potential and strengths of post-merger Phu Tho Province, emphasizing Phu Tho’s strategic position as a connecting hub along the Kunming – Lao Cai – Hanoi – Haiphong – Quang Ninh economic corridor.

The Vice Chairman proposed that both sides continue enhancing delegation exchanges at all levels; sharing experiences in governance, digital transformation, and industrial park infrastructure development; and strengthening business community connections in spearhead industries such as high technology, electronics, semiconductors, clean energy, logistics, supporting industries, and high-tech agriculture.

Expressing high consensus with Phu Tho Province’s orientations, Honghe Governor Luo Ping proposed six key cooperation areas: strengthening Party and government channel exchanges; promoting cross-border industrial manufacturing cooperation; expanding bilateral trade scale; enhancing logistics chain connections; boosting culture-tourism links; and consolidating cooperation in education, training, and youth exchanges.

Notably, Honghe Prefecture proposed that both sides jointly study a “One Enterprise, Two Countries, Two Plants” cooperation model to optimize supply chains and production labor division. Concurrently, both sides should study building a Hekou – Phu Tho – Hanoi cross-border logistics route, focusing on cold chain logistics systems, modern warehousing, and multimodal transport.

In socio-cultural fields, both sides agreed to continue leveraging the cooperation mechanism between Hung Vuong University and Honghe University; expanding faculty and student exchange programs; jointly developing “One Itinerary – Multiple Destinations” cross-border tourism routes; and stepping up two-way tourism promotion.

On this occasion, Honghe Prefecture leadership extended an invitation to Phu Tho provincial leaders to attend the 2026 China – Vietnam (Honghe) Border Economic, Trade, and Tourism Fair and the China – Vietnam Red River Basin Cooperation Week in November 2026.

Prior to this, the Phu Tho delegation conducted field surveys at the Hekou Smart Border Gate, ASEAN Specialty Goods Processing Industrial Park, Mengzi Development Economic Zone, the proposed Red River road bridge location at the Ba Sai – Ban Vuoc border, and customs supervision areas.

The delegation visits and works at high-tech and new material processing enterprises in Honghe Prefecture (China).

The delegation also visited and worked at local high-tech and new material enterprises, including Yunnan Huidong New Material Technology Co., Ltd., Yunnan Jiatailai New Material Co., Ltd. (Mengzi), and Honghe Sanhuan Technology Co., Ltd.

Through field surveys, the Phu Tho delegation gathered Yunnan Province’s experience in planning, operating economic zones, logistics infrastructure, developing new material industries, and border trade, creating an important practical foundation to concrete cooperation commitments between the two localities in the coming time.
