Within the framework of the official visit to South Korea by National Assembly Chairman Tran Thanh Man and a high-ranking Vietnamese delegation, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Phu Tho Provincial People’s Committee—held a working session with the leadership of Partron Group.
Receiving and working with the delegation were Mr. Kim Won Keun, Chairman of the Group; Mr. Lee Deok Joo, Business Director; alongside representatives from the company’s executive leadership.

Overview of the working session.
At the meeting, Provincial People’s Committee Chairman Tran Duy Dong highly praised Partron’s effective investment journey in Phu Tho from 2008 to the present. Over nearly two decades, Partron has become the largest FDI investor in the province, operating two large-scale projects at the Khai Quang Industrial Park and Dong Soc Industrial Cluster. These projects contribute positively to export turnover, generate employment for thousands of workers, and contribute significantly to the local budget.
Partron Group leaders expressed sincere gratitude for the support and accompaniment of the Phu Tho provincial government over the years. Providing additional information regarding production and business operations in Phu Tho, the group’s leadership raised two key issues to the province: resolving entanglements related to input value-added tax (VAT) refunds at the Dong Soc Branch (as of July 31, 2026); and considering support for Export Processing Enterprise (EPE) status mechanisms for the Dong Soc project to synchronize management, logistics, and customs procedures with the main plant in Khai Quang.
Partron leadership shared that the group is considering expansion investment plans in Vietnam, focusing on high-value-added semiconductor and electronics products, sensors, and Advanced/Hybrid packaging technology... among which Phu Tho remains a strategic location.

Chairman of the Provincial People’s Committee Tran Duy Dong presents a gift to Mr. Kim Won Keun, Chairman of Partron Group.
Exchanging views and addressing the enterprise’s proposals, Chairman Tran Duy Dong affirmed the province’s consistent stance: issues falling under local jurisdiction must be proactively guided, reviewed, and processed as quickly as possible by relevant agencies based on statutory provisions. For inter-agency issues or those exceeding local authority, the province will proactively coordinate with and request central authorities to deliver satisfactory solutions.
Empathizing with the difficulties Partron faces at the Dong Soc Branch, the Provincial Chairman stated he would request functional agencies to immediately review the VAT refund documentation, promptly process qualified portions, and provide clear, transparent responses regarding any arising obstacles.
Regarding the proposal for EPE mechanisms at Dong Soc, the province will direct Tax and Customs authorities to coordinate a factual and legal review to report to competent levels for consideration. Immediately following this working trip, the Provincial People’s Committee will task lead agencies to work directly with Partron, ensuring a thorough resolution of recommendations without leaving the enterprise to navigate procedures alone.
Chairman Tran Duy Dong emphasized that Phu Tho always considers Partron a key strategic partner and desires the enterprise’s long-term commitment to the locality.
He expressed warm welcome and readiness to accompany Partron right from the project research phase for new investment plans, envisioning that Partron will not only continue investing in Phu Tho but also expand to a larger scale with higher technology content in the time ahead.
