According to reports from the Vinh Phuc Area Project Management Board, the Project to Renovate Embankments for Landslide Prevention along Ca Lo and Ba Hanh River Dikes in Phuc Yen ward is being deployed during the 2021–2026 period, spanning approximately 3.3 km with a total investment of over 71 billion VND. The project comprises items: Landslide prevention embankment for Ba Hanh dike; landslide prevention embankment for Ca Lo River dike section from Tien Chau Junior High School to Thinh Ky village; right-bank landslide prevention embankment for Ca Lo River dike section from Dai Phung pumping station outlet to adjacent Dai Phung embankment; and right-bank landslide prevention embankment for Ca Lo River dike section at Kha Do bridge foot.

To date, construction volume has reached approximately 95%. However, the project retains 6 bottleneck locations in compensation and site clearance with a total length of about 190 meters. Cumulative public investment capital disbursement as of September 30, 2026, reached over 47.2 billion VND.

Regarding the Project to Renovate and Upgrade Drainage Canals along Tan Phu – Thuong Trung – Vinh Tuong Town – Vu Di – Phan River and Tuan Chinh – Vu Di – Phan River routes, contractor joint venture comprising Quang Vinh Construction JSC and Quang Minh Construction JSC has executed construction reaching 51.5% of contract value, with disbursement rates reaching nearly 57%.

Due to slow compensation and site clearance progress, the Vinh Phuc Area Project Management Board requested the Provincial People’s Committee to consider extending the project implementation timeframe through the end of 2027.

Regarding the Project to Renovate and Dredge the Phan River Section from Thuong Lap Bridge to Vinh Son Regulator, the work spans a length of 10.5 km with a total investment of 268.2 billion VND, deployed during the 2020–2026 period. The project aims to control flood risks, contributing to reducing and regulating floods for the Phan River basin. To date, construction volume reached 91% of contract value, with disbursed value hitting 153.931 billion VND.

The greatest hurdle for the project is site clearance. Specifically, in Tho Tang commune, 12 households remain, and in Vinh Thanh commune, approximately 70 households have not cooperated in land inventorying, counting, and handovers. On that basis, the Vinh Phuc Area Project Management Board requested the Provincial People’s Committee to consider extending project execution time through the end of 2027.

Vice Chairman of the Provincial People’s Committee Dinh Cong Su directing accelerated site clearance progress to execute projects.

Through field inspections, Vice Chairman Dinh Cong Su requested the Vinh Phuc Area Project Management Board to proactively coordinate with local authorities to evaluate project impacts clearly; concentrate on removing difficulties and obstacles in compensation and site clearance; step up propaganda and mobilization to build public consensus during execution. The project owner shall proactively coordinate with relevant agencies and units to propose appropriate handling options, ensuring strict compliance with regulations.

He assigned the Department of Agriculture and Environment to lead and coordinate with relevant departments and sectors to review and advise on resolving petitions regarding design adjustments and project extensions; while monitoring and synthesizing construction and disbursement progress, promptly reporting matters exceeding authority to the Provincial People’s Committee.

Construction units need to concentrate manpower, machinery, and equipment, taking advantage of handed-over sites to accelerate execution progress, guarantee work quality, maximize investment efficiency, and contribute to elevating disaster prevention capacity and ensuring drainage across the area.
