At the conference, delegates focused on discussing the feasibility of fulfilling Q4 growth indicators; solutions to maintain industrial and export growth momentum and recover manufacturing sectors; removing difficulties in site clearance, industrial cluster infrastructure, and power grids...

Delegates also analyzed bottlenecks in the service sector; proposing solutions to stimulate consumer demand and develop year-end tourism.

Delivering concluding remarks at the conference, Vice Chairwoman Phung Thi Kim Nga emphasized: Remaining steadfast in the 2026 GRDP growth target of 11%, relevant departments and sectors need to decisively deploy multiple solutions to achieve set goals.

Regarding Q4 key tasks and solutions, the Vice Chairwoman basically agreed with the 5 key task groups of the Department of Industry and Trade. She requested execution principles prioritizing tasks that can be handled immediately in Q4 to convert into output, revenue, and delivery schedules. Every obstacle must possess a designated focal point, timeframe, and specific resolution outcome. Execution work must ensure the “6 Clear Principles”: “Clear person, clear task, clear timeframe, clear responsibility, clear product, clear authority.” Concurrently, high coordination and determination are required from relevant departments, sectors, localities, and units.

The Vice Chairwoman assigned relevant departments, sectors, localities, and units, based on assigned functions and tasks, to proactively coordinate and deploy solutions to drive industrial and service growth. Remove difficulties and bottlenecks in constructing industrial cluster infrastructure, finalizing documentation to advise the establishment of industrial clusters in Q4. At the same time, assist enterprises in stabilizing production, guaranteeing power supply, and promptly resolving customs and tax procedures; stepping up consumer demand stimulation, tourism, and year-end services.

She assigned the Department of Industry and Trade to lead and coordinate with departments and sectors to review, unify figures, and perfect scenarios, particularly industrial production indices, commercial electricity consumption, retail revenue, import-export turnover, and assigned Q4 growth levels compared to 9-month results. Subsequently, update on a monthly basis.

Specifically for indicators at risk of falling short, specific solutions must be prepared, identifying responsible individuals; if exceeding authority, report immediately to the Provincial People’s Committee.
