Groundbreaking for Technical Infrastructure Project of Quang Yen Industrial Cluster Resettlement Area

On the morning of September 11, the People’s Committee of Quang Yen Commune organized a Groundbreaking Ceremony for the technical infrastructure project of the Quang Yen Industrial Cluster Resettlement Area.

The Technical Infrastructure Project of the Quang Yen Industrial Cluster Resettlement Area has a total investment of 23.6 billion VND, with the Quang Yen Commune Public Service Center serving as the investor. The main work items include: land leveling, transport, drainage, water supply, power supply, lighting, and synchronized technical infrastructure works according to the approved plan.

The resettlement area spans a total area of over 29,500 square meters, of which residential resettlement land accounts for approximately 10,400 square meters arranged into 31 plots; public greenery land covers 2,001.5 square meters; technical infrastructure land covers 5,781.6 square meters; transport land covers 10,607.1 square meters; and parking lot area covers 758.4 square meters.

The technical infrastructure project of the Quang Yen Industrial Cluster Resettlement Area holds practical significance for the lives of local residents. Upon completion, the project will step by step overcome difficulties in acquiring residential land from affected households to hand over, ensuring the progress of the Project for Investment, Construction, and Infrastructure Commercialization of Quang Yen Industrial Cluster. The project contributes to strengthening connections between residential areas, driving socio-economic development, ensuring national defense and security, and enhancing the quality of people’s lives.

In particular, the project demonstrates the determination of local Party committees and authorities in gradually realizing the goal of building a synchronized infrastructure system, meeting the development demands of Quang Yen Commune in the new phase.

During the groundbreaking program, delegates convened for a meeting to hear progress reports on the Project for Investment, Construction, and Infrastructure Commercialization of Quang Yen Industrial Cluster.

Overview of the meeting.

The Quang Yen Industrial Cluster covers a total area of 69.42 hectares, with Nam Hoang Viet Joint Stock Company serving as the investor. The project affects 185 households and individuals, including 28 households that must relocate and be provided with resettlement.

To date, the Commune People’s Committee has issued land acquisition notices across 3 phases for 97 households and individuals, covering a total area of 36.06 hectares; compensation and support plans have been formulated for 25 households over an area of more than 84,747 square meters with a total estimated cost of over 22.25 billion VND. Relevant agencies and units have completed procedures in an effort to finish resettlement in December 2026, ensuring the objective of breaking ground on the project in March 2027.

At the meeting, delegates focused on discussing and proposing solutions to resolve difficulties and entanglements during implementation—especially in allocating compensation and support funds, finalizing land dossiers, organizing site clearance, and accelerating the construction progress of resettlement areas to step-by-step create clean land funds for handover to the investor, ensuring project progress.
