Green Industry for Sustainable Growth

Building green industrial parks (IPs) is an essential strategy enabling Phu Tho to enhance growth quality, attract investments, and advance sustainable development. The province prioritizes high-tech, environmentally friendly projects; invests in wastewater treatment infrastructure and environmental monitoring; expands green spaces; and encourages clean energy adoption. Developing green IPs not only boosts appeal to high-quality investors but also ensures harmony between economic growth and environmental preservation.

Green Industry for Sustainable Growth

To date, Phase 1 occupancy at Phu Ha Industrial Park (Phu Tho Ward and Phong Chau Ward) has reached 63%.

Proactively Transforming to Elevate Growth Quality

To develop green IPs, numerous enterprises have proactively invested in modernizing production lines and improving raw material utilization efficiency. At Phu Ha IP, BYD Electronics Vietnam Co., Ltd. stands out as a large-scale FDI enterprise—generating over 3.7 billion USD in revenue in 2025 and providing regular employment for over 15,500 workers, with plans to expand production and scale up its workforce to approximately 20,000 in 2026. Innovation Future Vietnam Co., Ltd. achieved revenue exceeding 6,500 billion VND, employing nearly 5,500 workers in 2025 and aiming to expand its workforce to 10,000 in 2026.

According to Mr. Nguyen Van Hung, Chairman of the Board of Directors of CNCTech Group, Nam Binh Xuyen Green Park IP is oriented toward a green - smart - sustainable IP model, integrating modern infrastructure, advanced technology, and environmental treatment systems that satisfy rigorous investor demands. Key priorities include promoting renewable energy, optimizing environmental treatment, and enhancing resource efficiency to cut emissions and foster a circular economy.

Alongside enterprise-level transformations, the province has adjusted its investment attraction approach—shifting from prioritizing quantity to emphasizing quality and sustainability. In 2025, the province’s GRDP grew by 10.52%, with industrial growth reaching 15.4% (accounting for 55.4% of the economic structure) and FDI attraction hitting 1.51 billion USD (a 64% increase compared to 2024). In the first six months of 2026, provincial GRDP expanded by 10.18%, attracting approximately 1.32 billion USD in FDI, while 2,800 new businesses were established.

Following administrative integration, expanded land funds, labor pools, transport connections, and regional linkages have created ideal conditions to selectively attract high-tech, manufacturing, processing, and supporting industry projects. The Industry and Trade Restructuring Scheme through 2030 identifies in-depth industrial development aimed at green, sustainable practices and deeper participation in global value chains. The industrial growth target for the 2026–2030 period is set at 17.4% annually, alongside reducing energy consumption per GRDP unit by 1% to 1.5% each year.

At local IPs, upgrading environmental infrastructure forms an integral part of elevating growth quality, thereby enhancing value added and supply chain competitiveness for businesses. Thuy Van IP (planned across 335 hectares) has attracted 102 projects with a 95% occupancy rate and features a centralized wastewater treatment system capacity of 5,000 m3/day. Phu Ha IP (spanning 350 hectares) retains ample space to welcome new projects, enabling selective attraction aligned with green development orientations.

Heading Toward Next-Generation Green Industrial Parks

Nam Binh Xuyen Green Park IP serves as an exemplar for this new development path, where green and smart features are integrated from the outset. Spanning 295.74 hectares with a total investment exceeding 2,200 billion VND, construction broke ground in August 2025 across Xuan Lang and Binh Nguyen communes, aiming for a green - smart - sustainable model equipped with digital technology, energy management, and environmental treatment systems.

The province currently hosts 30 IPs, of which 17 are operational, drawing roughly 840 domestic and foreign businesses—comprising 322 DDI projects with total registered capital near 64,500 billion VND and 517 FDI projects exceeding 10.25 billion USD. Manufacturing laptop computers and electronic components continues to play a leading role. The province maintains green, eco-friendly industrial growth as a consistent guiding principle.

Notably, in the Documents of the 1st Provincial Party Congress (2025–2030 term), green transformation is established as a central guideline and core objective—serving as political guidance and the foundation for executing socio-economic development tasks through 2030 and beyond to build a green, circular, and sustainably growing economy. On this basis, the Provincial Party Committee and Provincial People’s Committee instruct focused investments in synchronous, eco-friendly IP infrastructure, allocating clean land funds, reforming administrative procedures, and resolutely screening out projects posing environmental pollution risks.

According to Mr. Hoang Long Bien, Head of the Provincial Industrial Parks Management Board, developing green infrastructure must be paired with improving the investment environment and environmental governance. The Provincial People’s Committee issued a plan to elevate the Provincial Green Index (PGI) through 2030, targeting a spot in the Top 10 nationwide and aiming for the Top 7 after 2030. Green industrial development serves as the master key to attracting strategic investors. The Board clarifies its responsibility not only to build modern, synchronous IP infrastructure but also to cultivate a sustainable investment environment that connects economic growth with environmental protection.

To execute a unified “greening” roadmap, operating IPs must upgrade waste treatment systems, conserve energy, and monitor environmental indicators, while new IPs must incorporate green criteria right from the planning stage. Investment promotion policies will prioritize high technology, supporting industries, low-emission manufacturing, and clean energy. From corporate proactiveness and shifts in investment attraction mindsets to next-generation green IPs, Phu Tho is step-by-step transitioning from “attracting capital” to “attracting value,” laying the groundwork for a modern, green, and sustainable industrial economy.
