Removing Obstacles to the Reception, Management and Operation of Industrial Clusters Funded by the State Budget

On the morning of August 13, Provincial Party Committee Member and Vice Chairwoman of the Provincial People’s Committee Phung Thi Kim Nga chaired a meeting to hear a report from the Department of Industry and Trade on the reception, management and operation of industrial clusters (ICs) funded by the state budget. Representatives of several departments, agencies and localities also attended the meeting.

The Standing Committee of the Provincial Party Committee has agreed in principle on the assignment of management and operation of ICs funded by the state budget. According to Notice No. 82-KL/TU dated December 18, 2025, 10 ICs were assigned to the Center for Industrial Promotion and Industry and Trade Development under the Department of Industry and Trade to conduct inventory, assessment and dossier reception for continued management and operation. Two ICs, namely Yen Dong IC in Tam Hong Commune and Te Lo IC in Te Lo Commune, were assigned to the respective commune-level People’s Committees for continued management and operation.

To date, the Center for Industrial Promotion and Industry and Trade Development has reviewed, inventoried, assessed and received dossiers for three ICs: Bach Hac, Hop Hai–Kinh Ke and Yen Lap Town. The remaining seven ICs have been handed over in principle for management and operation. However, the ICs still face a number of difficulties related to legal dossiers, final settlement of completed projects, determination of asset values and unfinished investment items. These matters are currently being reviewed and supplemented with documents for completion in accordance with regulations.

For the two ICs handed over to the commune-level People’s Committees, the People’s Committees of Tam Hong and Te Lo communes have proposed transferring them back to the Center for Industrial Promotion and Industry and Trade Development for reception, management and operation, similar to the other ICs. The reason is that the local authorities face difficulties in terms of personnel and management capacity, lack suitable job positions and have insufficient funding to maintain operations and renovate and upgrade infrastructure.

At the meeting, delegates focused on clarifying the progress of the handover, reception, management and operation of the ICs, as well as the tasks and responsibilities of the Center for Industrial Promotion and Industry and Trade Development in receiving the facilities, completing technical infrastructure, operating centralized wastewater treatment systems, collecting fees, maintaining and servicing infrastructure, and addressing related financial mechanisms.

Regarding Yen Dong and Te Lo ICs, delegates discussed difficulties in management and operation, particularly those related to land; special mechanisms; organizational structure and personnel; and financial resources if management continues to be assigned to the commune-level People’s Committees.

Concluding the meeting, Vice Chairwoman of the Provincial People’s Committee Phung Thi Kim Nga affirmed that reaching agreement on the reception, management and operation of ICs funded by the state budget is an important task. For the 10 ICs already assigned to the Center for Industrial Promotion and Industry and Trade Development, the Department of Industry and Trade was asked to prepare a report on the current infrastructure situation and infrastructure needs, clearly identifying the status of centralized wastewater treatment infrastructure at each IC and the investment and maintenance requirements. The department is also to coordinate with relevant departments and agencies to advise the Provincial People’s Committee on developing common public service unit prices for ICs across the province.

The Vice Chairwoman assigned the Center for Industrial Promotion and Industry and Trade Development to develop a specific plan for receiving, managing and operating ICs funded by the state budget. The plan must specify detailed progress and completion deadlines for each IC, identify difficulties and obstacles, and propose directions from the Provincial People’s Committee to resolve them.

For Yen Dong and Te Lo ICs, the work should be divided into stages, with a roadmap developed for each specific stage to definitively address outstanding difficulties and issues.

The Vice Chairwoman assigned the Chairpersons of the Tam Hong and Te Lo Commune People’s Committees to directly lead and urgently review all dossiers relating to each land plot, household and individual within the two ICs. Based on this review, they are to develop plans and timelines for handling each group of dossiers, ensuring full implementation of all inspection conclusions and previous directions issued by competent authorities.

The Department of Agriculture and Environment was assigned to coordinate with the two communes to provide specific guidance on land-related procedures, review the legal dossiers of individual cases and promptly resolve issues beyond the communes’ authority.

The Department of Finance was assigned to review and advise on the allocation of funding in accordance with regulations to support the management, operation and maintenance of technical infrastructure, while monitoring progress in seeking special mechanisms to address difficulties and obstacles at the two ICs.

Vice Chairwoman Phung Thi Kim Nga emphasized that, for the time being, while the two ICs remain under the management of the commune-level People’s Committees, the Department of Industry and Trade must continue providing professional guidance and support, focusing on such areas as regulations on IC management, operational plans, unit prices for infrastructure exploitation and use, and management of production and business activities within the ICs. The department is also required to coordinate efforts to resolve difficulties arising during operation.
