“Green Channel” Accelerates Investment

Just 48 hours after submitting a complete dossier, the Meiko Electronic Chip Manufacturing Plant Project was granted its Investment Registration Certificate. This result demonstrates the initial effectiveness of the “Green Channel” mechanism in shortening administrative processing times, enabling the project to move more quickly from registration to actual implementation.

Reducing Processing Time, Increasing Accountability

On March 27, 2026, the Provincial People’s Committee issued Decision No. 968 on piloting the “Green Channel” mechanism for handling administrative procedures in support of the province’s goal of achieving double-digit economic growth. The pilot period runs from April 1 to September 30, 2026.

The mechanism is designed at two levels: the “24-hour Green Channel”, applied to five procedures in the investment and labor sectors; and the “50% Green Channel”, applied to key projects and complex investment and construction procedures, requiring processing times to be reduced by at least half at each stage.

Shortening processing times does not mean simplifying dossiers or bypassing appraisal procedures. Time savings are achieved mainly through parallel processing, greater use of electronic communication and reducing waiting periods between stages.

The Meiko project has total investment capital of USD500 million and is being implemented in Yen Quang Industrial Park, Thinh Minh Commune. On April 8, 2026, based on the investor’s proposal, Chairman of the Provincial People’s Committee Tran Duy Dong decided to include the project in the “Green Channel” mechanism for focused support, contributing to the project breaking ground on June 12, 2026.

According to Nguyen Duc Phuong, a representative of the Office of the Chairman of Meiko Electronics Group, specific guidance and rapid administrative processing have enabled the company to proactively plan and bring the project into implementation sooner. Meiko highly appreciates Phu Tho’s support and cooperation throughout the investment preparation process.

“Green Channel” Accelerates Investment

The “24-hour Green Channel” mechanism helps businesses shorten the processing time for work permits, enabling them to proactively arrange personnel for production. (Workers on the production line at Compal Vietnam Co., Ltd.).

The mechanism has also proven effective for existing businesses. Since April 1, 2026, the Provincial Industrial Parks Management Board has processed 53 work permit procedures for Compal Vietnam Co., Ltd. under the “24-hour Green Channel.” Of these, 43 permit extensions had their processing time reduced from 10 days to just one day, while 10 reissuances were shortened from three days to one day. The faster processing of these procedures has enabled the company to proactively arrange its workforce without disrupting production activities.

Hoang Long Bien, Head of the Provincial Industrial Parks Management Board, said that an important feature of the “Green Channel” is standardizing dossiers from the initial survey stage, minimizing repeated requests for supplementary documents. Once a dossier is received, responsibilities and processing deadlines are clearly assigned to each department, while progress is regularly monitored so that emerging issues can be addressed promptly.

From Pilot Implementation to Expansion of the “Green Channel”

Since April 1, 2026, the Provincial Industrial Parks Management Board has received 477 dossiers under the “Green Channel” mechanism, including 468 dossiers under the “24-hour Green Channel” and nine under the “50% Green Channel.” A total of 470 dossiers were returned on or ahead of schedule, with no overdue dossiers; seven dossiers remain under processing within the prescribed time limit.

Based on these initial results, the scope of the mechanism has been expanded to industrial park infrastructure projects and secondary projects in sectors eligible for investment incentives. A notable example is the Binh Xuyen–Yen Lac II Industrial Park Infrastructure Construction and Business Investment Project (Phase 1), which has been added to the “50% Green Channel” pilot list.

The project covers approximately 132 hectares, with total investment of more than USD100.5 million, and is being implemented in Xuan Lang and Nguyet Duc communes. Shortening processing times at each stage will facilitate the early completion of procedures, infrastructure development and the creation of land reserves for secondary investment projects.

“Green Channel” Accelerates Investment

The 1:2,000-scale construction zoning plan for Binh Xuyen–Yen Lac II Industrial Park has been announced, providing a basis for completing procedures and implementing the industrial park infrastructure project.

The expansion of the “Green Channel” comes as investment flows into industrial parks continue to increase. During the first eight months of 2026, industrial parks across the province attracted more than USD2 billion in FDI, 3.6 times higher than in the same period of 2025 and reaching 138% of the initial annual target. Domestic investment capital exceeded VND13.235 trillion, up 16% year on year.

Notably, 59 FDI projects already in operation registered capital increases, with additional investment exceeding USD1.72 billion, accounting for more than 83% of total newly attracted FDI capital. This result reflects multiple factors, including location, infrastructure, land availability, human resources and business-support capacity. The “Green Channel” has also contributed by improving the quality of administrative processing, enabling investors to take a more proactive approach to project implementation and expansion.

The mechanism’s scope is not limited to industrial parks. On April 21, 2026, the Chairman of the Provincial People’s Committee requested that all public investment projects be placed under the “Green Channel”, with a focus on shortening appraisal and investment-preparation periods, site clearance and completion of conditions for project groundbreaking.

Expanding the mechanism creates higher requirements for coordination among government agencies, particularly for dossiers involving land, construction, environmental protection and fire prevention and fighting simultaneously.

According to Hoang Long Bien, the Provincial Industrial Parks Management Board will continue reviewing procedures, improving the quality of online public services and proposing that additional appropriate procedures in investment, labor and construction be included in the “Green Channel.” It will also propose expanding an “inter-agency Green Channel” for key industrial park projects, clearly defining the time limits for each agency to provide its opinion, and accelerating site clearance to create clean land ready for handover to investors.

The pilot phase in industrial parks will continue until September 30, 2026. Its results will provide a basis for the province to further refine the mechanism and select appropriate procedures for expanding the “Green Channel,” thereby shortening administrative processing times, strengthening competitiveness in investment attraction and reinforcing business confidence.
