Kim Boi commune taps potential for tourism and eco-urban development

Kim Boi Commune (Kim Boi District, formerly part of Hoa Binh Province) was established through the merger of Bo Town, Kim Boi Commune, and Vinh Dong Commune. Covering an area of over 64 km2 with a population of nearly 36,000, it serves as a key administrative, economic, and cultural center of the former Kim Boi District. With its scenic landscapes, rich Muong cultural heritage, and valuable mineral water, dubbed “white gold” for its health benefits, Kim Boi has become an increasingly attractive destination for resort tourism and eco-urban development rooted in national identity.

Currently, the Kim Boi Commune Party Committee oversees 72 affiliated Party cells with more than 2,200 members. In recent years, it has effectively implemented various measures to strengthen party building, consolidate the political system, and enhance leadership and governance capacity. The planning and training of cadres have been conducted in a timely and systematic manner to meet development needs. Evaluations of party organizations and members are tied to actual work performance. Direct dialogue mechanisms with residents have also been reinforced, helping to resolve issues and foster public consensus in the execution of political tasks.

The Party Committee has clearly identified the objective of meeting ward-level criteria within the next five years. To achieve this, it is focusing on enhancing leadership quality, mobilizing resources for socio-economic infrastructure, and launching essential projects such as the expansion of Route 12B, construction of the Boi River embankment, development of inter-commune roads, new schools, green sidewalks, and more.

Capitalizing on its mineral springs and natural beauty, Kim Boi is prioritizing ecotourism and resort development alongside urbanization. The Party Committee and local government have proactively improved the investment climate, worked closely with relevant sectors and neighboring areas to resolve land and legal bottlenecks, and created favorable conditions for investors.

To date, Kim Boi has attracted 21 off-budget projects with a total registered capital of over VND 8,000 billion. Of these, 18 are focused on tourism, trade, and agriculture, while three are urban development projects. High-end resorts such as Mandala Retreats, Yasumi Onsen Resort, Venus Resort, and An Lac Eco Farm have contributed to shaping a strategic vision of Kim Boi as a premium destination.

Notably, the Eco-Urban Complex project, which includes high-end entertainment facilities and the Cuoi Ha cable car system, marks a major breakthrough, creating spillover effects and drawing further investment to the area.

By 2025, Kim Boi is projected to have about 174 enterprises, 11 cooperatives, and more than 500 business households in operation, reflecting the local economy’s dynamism. Average per capita income has reached VND 63.5 million per year, while the poverty rate has fallen to 4.5 percent.

Alongside economic growth, Kim Boi places strong emphasis on preserving and promoting the cultural identity of the Muong ethnic group. Traditional festivals such as the Muong Dong Festival and the Mo Muong cultural heritage have been revived and integrated into tourism development, serving as cultural highlights of the region. Education, healthcare, and social welfare are also prioritized. Facilities have been upgraded, schools are being invested in, and support policies for the poor and disadvantaged are being implemented comprehensively.

According to Mr. Bui Van Diep, Secretary of the Kim Boi Commune Party Committee, “Building on past achievements, local cadres and residents are united in carrying out the Party’s resolutions, advancing digital transformation, and fully leveraging the commune’s potential. Our goal is to develop Kim Boi into a sustainable service and tourism hub by 2030, a “Quality and Peaceful Destination” known for its clean environment, organic agricultural products, and rich cultural ecosystem.”

To create a breakthrough in the coming period, Kim Boi is working closely with provincial departments and agencies to accelerate administrative reform and provide maximum support for businesses implementing strategic projects. Key transport infrastructure, such as the Hoa Binh–Hanoi–Son La regional connector, the access road to the Kim Boi Mineral Spring tourist area, and the upgraded waste treatment zone, is being prioritized. These initiatives are expected to open up new development space, align with urbanization goals, and support comprehensive growth grounded in cultural preservation and sustainability. Kim Boi is poised to become a distinctive tourism and service center in the region in the near future.
