Sectors and local authorities must face strict administrative accountability if they fail to safeguard the implementation velocity of key infrastructure projects. This was the decisive order issued by Provincial Governor Tran Duy Dong—Alternate Member of the Central Party Committee and Deputy Secretary of the Provincial Party Committee—during a comprehensive field inspection on June 11. The executive inspection scrutinized the construction progress of the IC2 and IC5 interchange links, the railway-parallel highway project spanning from Vinh Yen to Hac Tri Bridge, and the National Highway 2 expansion project connecting Vinh Yen and Viet Tri.
Accompanying the Governor were Mr. Nguyen Van Thang, Member of the Standing Committee and Chief Inspector of the province, alongside directors of line departments.

According to reports submitted by the project owners, the IC2 and IC5 Interchange Project connecting directly to the Noi Bai - Lao Cai Expressway represents a total public investment of over 778 billion VND, with a scheduled execution timeline spanning from 2025 to 2028. Having broken ground in early 2026, the project’s current volume of completed works has surpassed 15% of the contract value. To date, site clearance has been fundamentally wrapped up, with only a few encroachment anomalies at the IC5 interchange area currently being resolved through local mass mobilization. The contractors have aggressively concentrated personnel and heavy machinery to secure their committed construction velocity.
Following the on-site audit of the IC2 and IC5 interchanges, Governor Tran Duy Dong strictly demanded that the Vĩnh Phúc Regional Project Management Board and the contractors mobilize their entire workforce to accelerate operations, ensuring that the primary components are fundamentally completed by June 2027. He emphasized that engineering quality and occupational safety must remain the absolute topmost priorities.
Inspecting the Railway-Parallel Highway Project from Vinh Yen to Hac Tri Bridge, the Governor urged line departments and local authorities to intervene aggressively, establish seamless coordination, and instantly untangle bottlenecks regarding site clearance compensation and construction material supply chains. He ordered the creation of a definitive critical path method (CPM) scheduling network with clear accountability assignments. The Governor reminded the project owners to upscale construction supervision, declaring that underperforming contractors must be resolutely replaced to ensure the entire corridor opens to traffic before the 2027 Lunar New Year.
Regarding the land acquisition for the National Highway 2 Expansion Project (Vinh Yen - Viet Tri segment), the Governor delivered a strict ultimatum: all relevant sectors and municipal authorities must act decisively to hand over 100% of the clean site no later than June 30, 2026.

While acknowledging the immense grit and efforts displayed by the developers, contractors, and local governments, Governor Tran Duy Dong re-emphasized the strategic weight of these corridors. These critical links connect the major urban poles of Vinh Yen and Viet Tri to surrounding industrial parks and tourism hubs, driving regional economic integration and fueling the province’s target of sustained, double-digit GRDP growth. Consequently, public agencies must display a higher sense of responsibility to clear barriers and accelerate project timelines.
For matters exceeding lower-level jurisdictions, authorized bodies must proactively advise and submit prompt proposals to the Provincial People’s Committee for timely intervention. Any agency, unit, or locality that fails to secure the mandated execution velocity will be held directly accountable before the Provincial Governor.
