On the morning of July 27, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Phu Tho Provincial People’s Committee, chaired a thematic meeting to review reports from the Department of Finance and relevant agencies on efforts to resolve difficulties affecting long-delayed and stalled investment projects across the province.

After hearing reports from the Department of Finance and relevant agencies on the current status of delayed projects and proposed solutions, Chairman Tran Duy Dong stressed that resolving obstacles facing long-delayed investment projects is an urgent and critical task to unlock investment resources and create new momentum for the province’s socio-economic development.
He called on provincial departments, agencies and local authorities to demonstrate greater initiative and determination while strengthening coordination throughout the implementation process. Issues beyond their authority should be reported promptly to the Provincial People’s Committee for timely direction and resolution.
The Chairman also emphasised the accountability of agency heads, stating that progress in removing obstacles to delayed projects would serve as an important measure of leadership performance. He urged all relevant units to resolve outstanding projects in accordance with the established roadmap.
Chairman Tran Duy Dong instructed all departments, agencies and local authorities assigned to lead the review process to promptly examine each project, establish clear completion timelines for resolving outstanding issues, and submit the results to the Department of Finance.
The department has been tasked with consolidating the information and finalising the province’s comprehensive plan for reviewing and resolving delayed projects before submitting it to the Standing Board of the Provincial Party Committee for consideration by July 29, 2026.
The province also aims to obtain approval from the competent authorities for the proposed solutions to all delayed projects before October 15, 2026.
Once the approved policy framework is in place, relevant departments and agencies are required to immediately implement solutions for projects covered by National Assembly Resolution No. 29/2026/QH16 and Government Decree No. 147/2026/ND-CP.
For projects falling within provincial authority, departments and agencies were instructed to proactively advise the Provincial People’s Committee on appropriate solutions, with the goal of completing the resolution of these projects within 2026.

Chairman Tran Duy Dong further directed the heads of all assigned agencies and units to focus their leadership efforts and assume full responsibility before the Chairman of the Provincial People’s Committee for ensuring that obstacles are removed according to schedule and that the planned objectives are achieved.
He emphasised that successfully resolving stalled projects will play a vital role in unlocking investment resources and providing stronger momentum for Phu Tho’s continued socio-economic development.
