On the morning of March 30, Mr. Pham Dai Duong — Member of the Party Central Committee and Provincial Party Secretary — presided over a meeting to hear the Department of Science and Technology report on the implementation of science, technology, innovation, and digital transformation tasks. Attendees included Mr. Nguyen Huy Ngoc — Vice Chairman of the Provincial People’s Committee — and leaders of relevant departments.

Immediately after its organizational consolidation, the Department of Science and Technology proactively advised the Provincial People’s Committee to issue 24 decisions and 17 plans, while proposing 5 resolutions to the Provincial People’s Council. These efforts aim to finalize the legal corridor, creating favorable conditions to support businesses and foster the growth of the innovation ecosystem.
Scientific research has been redirected toward practical application, directly serving socio-economic development. Many research results have been effectively applied, particularly in agriculture with key products such as Doan Hung pomelo, Cao Phong orange, and medicinal mushrooms, enhancing the value and competitiveness of local products in domestic and international markets.
Alongside scientific progress, the province’s digital transformation has achieved remarkable results. Digital infrastructure and digital government have been deployed synchronously. Currently, 100% of state agencies use electronic documents with digital signatures, over 2,100 online public services are provided, and the online processing rate for dossiers has reached over 92%. The province is also piloting Artificial Intelligence (AI) in administrative procedures, with plans for a large-scale rollout in 2026.
Digital economy continues to assert its role as a primary driver, accounting for 22.7% of GRDP—ranking 3rd out of 34 provinces and cities nationwide. The province hosts over 600 digital technology enterprises, with technology product exports exceeding 7 billion dollars in 2025. Digital society has also seen significant progress, with 95% of officials now possessing essential digital skills.

Regarding the implementation of Resolution No. 57-NQ/TW of the Politburo, the Department of Science and Technology was assigned 23 tasks for 2026. To date, the unit has completed 9 tasks on schedule, is currently executing 5 tasks on schedule, and is performing 9 tasks on a regular basis.
Under the action motto “Breakthroughs and Spreading Results,” in 2026, the Department will focus on finalizing mechanisms and policies for the 2026–2030 period; developing science-technology and high-tech enterprises; building a unified Intelligent Operation Center (IOC); promoting AI applications in state management; upgrading data infrastructure; and fostering comprehensive digital transformation.
In his keynote speech at the conference, Provincial Party Secretary Pham Dai Duong emphasized that in the new context, science, technology, and digital transformation must not merely be supporting tools but must become new growth engines and vital pillars for rapid, sustainable development. He urged all levels and sectors to continue renewing their mindset, raising awareness, and taking more drastic, synchronous, and effective action.
Specifically, it is essential to build implementation plans with detailed roadmaps and solutions aligned with assigned functions and duties. The focus must be on reviewing all task groups delayed under Resolution No. 57 of the Politburo to find solutions and ensure they meet the required progress. Furthermore, the application of science and technology in key sectors—especially agriculture—must be intensified. The Secretary also called for enhanced AI application in management, administration, and public service delivery, placing citizens and businesses at the heart of service to improve the quality and efficiency of administrative procedures.
The Provincial Party Secretary assigned the Department of Science and Technology as the lead agency to research and develop specialized schemes on digital transformation and science and technology. These schemes must clearly assign tasks to each department and sector, providing detailed solutions and implementation timelines. The ultimate goal is to build a modern, smart digital government, turning science, technology, and digital transformation into a powerful new engine for growth.
