On the afternoon of June 5, Mr. Tran Duy Dong—Alternate Member of the Central Party Committee, Deputy Secretary of the Provincial Party Committee, and Governor of the Provincial People’s Committee—chaired a high-level executive summit. The session audited and approved the comprehensive 2026–2030 Mid-Term Public Investment Master Plan presented by the Department of Health and the Department of Education and Training. Attending the summit were Vice Governors Nguyen Huy Ngọc and Phung Thi Kim Nga, alongside directors of line sectors and municipal authorities.

According to the strategic briefing submitted by the Department of Health, the healthcare sector’s projected mid-term public investment demand from the state budget stands at approximately 19,843 billion VND for the 2026–2030 cycle.

This massive capital pool will be channeled into flagship infrastructure works to upscale the public medical matrix. The central milestone is to expand the aggregate bed capacity across public medical facilities from 16,410 to 20,635 hospital beds by 2030, securely locking in a minimum ratio of 50 beds per 10,000 citizens. In tandem, the sector will heavily fund advanced tech equipment installations, optimize digital health networks, build unified electronic medical databases, and pioneer next-generation smart hospital frameworks.

Reviewing this blueprint, Governor Tran Duy Dong affirmed: "Healthcare and education are the two core pillars directly bounding civilian welfare. They must receive premium capital allocation to build a comprehensive, sustainable social security grid."

The province will prioritize capital allocation for 9 transitional projects; provide reciprocal counterpart funds for 1 medical equipment procurement project backed by ODA from the Federal Republic of Germany; and launch 2 newly initiated projects in accordance with Resolution No. 63/NQ-HDND of the Provincial People’s Council. Concurrently, the administration will secure matching funds for development investment projects under the National Target Program on Health and Population for the 2026–2030 period, while considering budget allocations for 16 investment projects across regional medical centers.

The Department of Finance is tasked with leading a cross-sector coalition to engineer dynamic capital-raising and budget-balancing mechanisms, ensuring all projects clear financial compliance on schedule.

The projected total investment capital demand for the education sector stands at approximately 18,773 billion VND. Within this allocation, the capital demand for the construction of new facilities, alongside the renovation and upgrading of existing school infrastructure, accounts for 16,628 billion VND (representing 90.7% of the total budget pool); meanwhile, the procurement of educational equipment and teaching tools requires approximately 2,145 billion VND.

This investment will be heavily funneled into schools slated to achieve National Standard recognition. Capital will transform specialized laboratories, functional chambers, multi-purpose sport complexes, digital libraries, and smart IT infrastructure networks, while systematically replacing degraded structures to guarantee total school safety and meet the rigorous compliance standards of the 2018 General Education Curriculum.

By 2030, Phu Tho aims to ensure over 95% of pre-schools, primary, and secondary schools achieve official National Standard certification. The province vows to completely eliminate all temporary and degraded classrooms, guaranteeing that 100% of schools house fully equipped laboratories, standardized libraries, and state-mandated minimal teaching equipment portfolios.

Concluding the session, Governor Tran Duy Dong approved a targeted funding matrix prioritizing completed and transitional projects, alongside educational institutions slated for National Standard certification or re-certification during the 2026–2030 period. Special emphasis will be placed on treating classroom shortages, upgrading unsafe facilities, and channeling heavy capital toward schools in ethnic minority zones, mountainous terrains, and areas facing extreme socio-economic hardships, while funding the digital transformation of the education system.

The Governor concluded by ordering local authorities to proactively and dynamically blend diverse funding streams—including central government transfers, local budget allocations, National Target Programs, and other legally compliant capital pools. The Departments of Health and Education are directed to work in close alignment with municipal authorities to meticulously audit project portfolios and refine the final master list before presentation to higher competent authorities for final executive enactment.
