Mr. Nguyen Huy Hong, Director of the Phu Tho Provincial Tax Department, delivers his keynote address at the conference.
In the first quarter of 2026, despite complex global and regional developments affecting local production and business activities, and the implementation of tax and fee exemption/reduction policies impacting revenue sources, the local business community and taxpayers have shown remarkable resilience.
As a result, the total state budget revenue in Q1/2026 reached over 18,315 billion VND, equivalent to 37.1% of the ordinance estimate and representing a 34.7% increase compared to the same period last year.
Many tax categories and revenue sectors recorded positive results, showing significant growth compared to the same period in 2025. Specifically, revenue from the production and business sector reached over 12,534 billion VND, equivalent to 47.9% of both the ordinance estimate and the target set by the Provincial People’s Council, representing 137.9% of the previous year’s figures. Land-related revenue exceeded 3,155 billion VND, reaching 22.2% of the ordinance estimate and 149.5% year-on-year, while other revenue sources totaled 2,625 billion VND, up 9.5% over the same period.
Notable increases were observed in specific categories, including Personal Income Tax at 1,202.7 billion VND, Environmental Protection Tax at 583.6 billion VND, and Registration Fees at 434.2 billion VND.
Additionally, tax declaration and accounting were effectively implemented, with a 98.1% tax return filing rate. The Department provided direct support to nearly 13,000 taxpayers via the “one-stop-shop” mechanism. Audit activities were intensified at 135 enterprises, resulting in the recovery of 20.2 billion VND. Furthermore, 2,977 administrative procedure dossiers were processed through the Public Service Portal, achieving a 100% completion rate with no backlogs.

An overview of the conference.
To fulfill and exceed the 2026 budget revenue target, the Phu Tho Tax Department will proactively assess economic conditions, forecast revenue, and develop appropriate management scenarios.
Focus will remain on synchronized tax management solutions, including analyzing revenue progress by region and sector to provide timely guidance. The Department aims to exploit potential revenue sources, promote administrative reform, and create favorable conditions for taxpayers.
Notably, the Phu Tho Tax Department will enhance support services, control risks, and step up inspections to prevent revenue loss. Efforts will also be concentrated on strictly managing tax refunds, debt collection, and enforcement, while aggressively applying Information Technology, Big Data, and Artificial Intelligence (AI) in tax administration.
