On May 14, under the chairmanship of Mr. Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation—the Standing Committee of the Provincial Party Committee held a meeting to provide feedback on the planning and investment orientations for several key projects in the province.

At the meeting, the Party Committee of the Provincial People’s Committee reported on the 1/2000 scale Sub-zone Planning for tourism and service development surrounding Bo Lac Lake, Tam Son Commune. The planned area covers approximately 939 hectares (including water surface), envisioned as a modern tourism and service hub integrated with residential functions and public works. The project aims to meet recreational, resort, and sporting needs while boosting local socio-economic growth and labor restructuring.
The Standing Committee reached a consensus on the planning orientation. However, members emphasized the necessity of a comprehensive Environmental Impact Assessment (EIA) and the protection of freshwater sources. Secretary Pham Dai Duong noted that the implementation must ensure harmony between nature and human activity, and maintain connectivity between new and existing planned areas to foster sustainable development.
Regarding the adjustment of procedures for industrial cluster infrastructure projects under the 2025 Investment Law, the meeting noted that such projects no longer require formal investment policy approval.
Secretary Pham Dai Duong approved the proposal to streamline these procedures. He tasked the Party Committee of the Provincial People’s Committee with overseeing the implementation to ensure all steps comply with current laws while upholding the principles of simplicity, publicity, transparency, and efficiency.
At the conference, the Provincial Party Standing Committee gave its opinions and reached a consensus on the draft Proposal by the Party Committee of the Provincial People’s Committee. This included requesting the Standing Committee to report to the Government Party Committee for permission to establish the Phu Tho Free Trade Zone (FTZ). Other approved orientations involved investing in the construction and upgrading of facilities for National Standard high schools, renovating communal police headquarters, and investing in new police headquarters for communes following administrative mergers. Secretary Pham Dai Duong requested the Party Committee of the Provincial People’s Committee to conduct thorough reviews and evaluations to ensure strict compliance with legal regulations and prevent waste.
The Provincial Party Standing Committee also discussed and agreed on the investment orientation for key transport projects aimed at enhancing regional connectivity. These projects involve linking national highways and expressways to the Hung Temple Historical Site and expanding Provincial Road 310B (the section from Ngoc Thanh spillway to Deo But). On behalf of the Standing Committee, Secretary Pham Dai Duong urged the Party Committee of the Provincial People’s Committee to carefully analyze the necessity and evaluate the efficiency of these investments to avoid scattered spending and ensure the optimization of budget resources
During the meeting, the Provincial Party Standing Committee also provided opinions on various matters within its jurisdiction. These included the 2026 investment plan sourced from the career development fund of the Provincial Industrial Zones Management Board; the draft Action Program of the Provincial Party Standing Committee to implement Resolution No. 02-NQ/TW (dated March 17, 2026) of the Politburo on the development of Hanoi Capital in the “New Era”; and the draft Action Program of the Provincial Party Executive Committee to implement Conclusion No. 18-KL/TW (dated April 2, 2026) of the Party Central Committee regarding the 5-year medium-term plan (2026-2030) for socio-economic development, national finance, and public debt management, aimed at achieving double-digit growth targets.
