As part of their working visit to Vietnam, a delegation from Pacific Construction Group, Haitong International Securities, and Shanghai Baisheng Hexiang Group visited Phu Tho Province to explore cooperation opportunities and promote investment activities.

The meeting was chaired by Mr. Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee. Also attending were Mr. Quach Tat Liem, Vice Chairman of the Provincial People’s Committee, and leaders of relevant provincial departments and agencies.

Speaking at the meeting, Chairman Tran Duy Dong expressed his pleasure at meeting again with leaders of Pacific Construction Group following the successful investment promotion trip made by the Phu Tho provincial delegation to Shanghai, China. He also warmly welcomed the Chinese companies and corporations visiting Phu Tho for the first time to learn about the province’s investment environment.

Highlighting the province’s development potential, Chairman Dong emphasized that following administrative restructuring, Phu Tho now possesses significant advantages and vast opportunities for growth. The province is prioritizing investment in regional transport connectivity, urban infrastructure, logistics, industrial infrastructure, and digital infrastructure to create favorable conditions for investors.

Phu Tho seeks to cooperate and exchange international experience in mobilizing financial resources, implementing public-private partnership (PPP) models, developing financing mechanisms for major infrastructure projects, building green urban areas and free trade zones, and improving the efficient use of foreign currency resources.

The Chairman also called on Chinese enterprises to help promote Phu Tho’s investment environment to businesses and investors within their global networks; connect major partners with the province in priority sectors such as high-tech manufacturing, electronics, semiconductors, supporting industries, clean energy, and high-quality services. He further encouraged support for local enterprises to integrate more deeply into regional supply chains, enhance risk management capacity in import-export activities, and gradually expand into international markets.

Representatives of the Chinese corporations thanked the provincial leaders for their warm reception and shared international experience gained through their roles as leading global financial, investment, and infrastructure development organizations. Discussions focused on mechanisms for mobilizing social investment capital, PPP models, and solutions for attracting investment into key urban and infrastructure projects.

In particular, the Chinese enterprises shared insights into trends in green urban development, smart cities, digital cities, digital transformation, and green transition aimed at achieving sustainable development.

Recognizing the capability and vision of the partners, Chairman Tran Duy Dong proposed that the Chinese corporations continue working with provincial departments to develop detailed cooperation initiatives in areas of mutual interest, including transportation infrastructure, securities, artificial intelligence (AI) applications, healthcare, real estate and hospitality projects, and free trade zones.

Regarding Haitong International Securities’ proposal for a macro-level financing mechanism under which the central government would issue international bonds and on-lend the proceeds to localities, the Chairman acknowledged the suggestion and recommended that the company work directly with Vietnam’s Ministry of Finance and State Bank to develop a specific implementation framework in accordance with current regulations.

The meeting opened up practical opportunities for cooperation and connectivity, contributing to deeper economic and trade relations between Phu Tho Province and major Chinese enterprises in the years ahead.
