On the afternoon of June 18, under the chairmanship of Mr. Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the National Assembly Delegation of Phu Tho Province, the Provincial Party Standing Committee convened to discuss and provide guidance on a number of important issues related to Party building, socio-economic development, and preparations for the Third Session (Mid-Year Regular Session 2026) of the 20th Provincial People’s Council for the 2026–2031 term.

Attending the meeting were Mr. Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Mr. Bui Van Quang, Permanent Deputy Secretary of the Provincial Party Committee; Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Mr. Bui Huy Vinh, Deputy Secretary of the Provincial Party Committee; and Mr. Nguyen Manh Son, Deputy Secretary of the Provincial Party Committee.

At the meeting, the Provincial Party Standing Committee reviewed adjustments and additions to the agenda of the Third Session of the Provincial People’s Council; the 2026 supervision program of the Provincial People’s Council, its Standing Committee, and specialized committees; and a draft directive on strengthening leadership and management in urban and rural planning across the province.
The Committee also considered and approved in principle several major investment projects aimed at promoting infrastructure development and attracting investment, including: the Thanh Hoi Industrial Park Infrastructure Development and Business Project; the road project connecting IC-9 Interchange to Provincial Road 315B; the road linking Thuy Van Industrial Park to National Highway 32C (from Hy Cuong Commune to Lam Thao Commune); and the project to procure, supplement, and upgrade information technology equipment serving the operations of the province’s two-tier political system.
The meeting also reviewed reports on citizen reception and the settlement of complaints and denunciations during the first six months of 2026, while agreeing in principle to allocate additional funding to the Provincial Party Committee’s Organization Commission for commendation activities and the awarding and posthumous awarding of Party Membership Badges in 2026.

Notably, the Provincial Party Standing Committee agreed in principle to submit a number of important resolutions to the Provincial People’s Council, focusing on social welfare, education, culture, talent attraction, and urban development.
These include policies to support voluntary social insurance contributions for poor households, near-poor households, and ethnic minority communities; policies to attract talented individuals to work in provincial agencies and public institutions; regulations on tuition fees and tuition support for the 2026–2027 academic year; scholarship policies for students at specialized and gifted schools; and mechanisms to support the restoration, preservation, and rehabilitation of recognized historical and cultural relic sites during the 2026–2030 period.
The Committee also endorsed the submission of resolutions concerning the Urban Development Program of Phu Tho Province for the 2021–2030 period; adjustments to the Provincial Housing Development Program for 2026–2030; lists of projects requiring land acquisition for socio-economic development in the national and public interest; priority investment and lending sectors of the Phu Tho Development Investment Fund for 2026–2030; principles and criteria for allocating funds under the National Target Program on Cultural Development during the 2026–2030 period; along with numerous other important issues related to finance, foreign affairs, administrative reform, and social security.

In his concluding remarks, Secretary of the Provincial Party Committee Pham Dai Duong acknowledged the proactive and responsible efforts of advisory agencies in preparing documents for consideration by the Provincial Party Standing Committee.
He requested drafting agencies and relevant authorities to fully absorb the comments made during the meeting and promptly finalize reports and proposals, ensuring quality and timely submission to the Provincial People’s Council for consideration and decision-making in accordance with its authority.
He also emphasized the need to thoroughly review all mechanisms and policies to ensure their feasibility, effectiveness, and suitability to local conditions. These efforts, he noted, would help accelerate preparations for key infrastructure projects, strengthen planning management, improve the efficient use of resources, promote economic growth, enhance people’s living standards, and contribute to the successful implementation of the province’s development goals in 2026 and the years ahead.
