Scientific Conference Maps Out Strategic Blueprints for Phu Tho’s Double-Digit Growth Target (2026–2030)

On June 6, at the Headquarters of the Phu Tho Provincial Party Committee, Assoc. Prof. Dr. Doan Minh Huan—Member of the Politburo and Director of the Ho Chi Minh National Academy of Politics—alongside Mr. Pham Dai Duong—Member of the Central Party Committee, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation—co-chaired a high-profile scientific conference themed: “Solutions to Drive Double-Digit Economic Growth in Phu Tho Province for the 2026–2030 Period.”

Attending the summit were Mr. Tran Duy Dong (Alternate Member of the Central Party Committee, Deputy Secretary of the Provincial Party Committee, and Governor of the Provincial People’s Committee), along with members of the Standing Board of the Provincial Party Committee, senior directors from the Ho Chi Minh National Academy of Politics, and leaders of provincial departments and sectors.

Delivering the central briefing, Governor Tran Duy Dong affirmed that Phu Tho has unified its executive mindset, institutional awareness, and public actions under the strict progressive motto of “harnessing development to anchor stability.” He emphasized that conquering a double-digit economic growth velocity during the 2026–2030 strategic cycle, and sustaining a high, highly resilient expansion baseline in the subsequent phase, is an objective necessity dictated by the development mandates of this new era and the profound aspirations of the Ancestral Land.

Phu Tho’s double-digit economic growth trajectory is engineered upon three core principles: First, substantive and qualitative growth, where expansion velocity moves in tandem with growth quality driven by upscaling Total Factor Productivity (TFP), sharpening product quality indices, elevating national competitiveness, and generating substantive value-added gains. Second, optimal resource capitalization, which entails exploiting all available domestic resources with maximum efficiency, funneling heavy capital into flagship regional projects, and aggressively scaling Public-Private Partnerships (PPPs) to multiply investment efficiency and regional competitive edge. Third, social equity integration, guaranteeing that high-velocity economic gains directly serve the public interest, systematically elevating both the material and spiritual living standards of the citizenry while securing absolute social justice.

Concurrently, the province will aggressively accelerate the structural shift of its growth model, transitioning toward a paradigm that utilizes science-technology, innovation, and total digital transformation as the core drivers. It will forcefully unleash the potential of the private corporate sector, while engineering a highly synchronized cross-over between emerging growth drivers and legacy engines, and between foreign capital recruitment and domestic resource mobilization.

During the panel sessions, senior delegates and economists urged Phu Tho to persistently prioritize foreign direct investment (FDI) inflows into high-tech manufacturing, advanced processing, and supporting industrial networks. In parallel, the province must upscale heritage-spiritual tourism and eco-tourism clusters, while pouring public capital into inter-provincial transport grids to unlock new economic spaces.

Appraising Phu Tho’s proactive and aggressive executive drive, Politburo Member Doan Minh Huan mapped out several critical directives for the province’s upcoming implementation. He warned that to fulfill a sustainable double-digit growth target, Phu Tho can no longer rely purely on legacy resources like land funds, raw labor baselines, or baseline public investments. Instead, the administration must pivot toward a modern developmental governance mindset, masterfully orchestrating diverse resource pools and institutional conversion mechanisms.

Under this guidance, the province’s contemporary growth engines must be powered by science, technology, and innovation rather than a dependency on raw natural assets. The administrative apparatus must aggressively smash bureaucratic bottlenecks and licensing delays to optimize public capital disbursement velocities.

Furthermore, the province is directed to build an overarching tourism master plan backed by an integrated, comprehensive lifestyle-experience ecosystem, while strictly bounding next-generation FDI recruitment to clear metrics of the circular economy, green manufacturing, and digital transformation.
