Strengthening the Special Friendship and Promoting Comprehensive Cooperation between Phu Tho and Luang Namtha

On the afternoon of June 9, Mr. Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, and Head of the National Assembly Deputies Delegation of Phu Tho Province, chaired a meeting with a high-level delegation from Luang Namtha Province. The delegation was led by Lieutenant General Kham King Phoui La Ma Ny Vong, Member of the Central Committee of the Lao People’s Revolutionary Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Council of Luang Namtha Province.

Attending the meeting were Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; members of the Provincial Party Standing Committee; leaders of the Provincial People’s Committee; and representatives of relevant departments and agencies.

Mr. Pham Dai Duong, Member of the Party Central Committee and Secretary of the Provincial Party Committee, received the Friendship Order awarded by the President of the Lao People’s Democratic Republic and presented by Lieutenant General Kham King Phoui La Ma Ny Vong.

At the meeting, Secretary Pham Dai Duong warmly welcomed Lieutenant General Kham King Phoui La Ma Ny Vong and the high-level delegation of Luang Namtha Province to Phu Tho. He emphasized that the special friendship and solidarity between Viet Nam and Laos is an invaluable asset nurtured by President Ho Chi Minh, President Kaysone Phomvihane, and generations of leaders and people of both countries. He stressed that it is the responsibility of today’s generation to preserve, promote, and pass on this exemplary, faithful, and pure relationship to future generations.

Reviewing the outstanding cooperation achievements between the two localities, Secretary Pham Dai Duong affirmed that Phu Tho has implemented and continues to implement many practical projects in Luang Namtha, including support for healthcare infrastructure, construction of administrative offices and schools, and particularly human resource development.

During the 2021–2025 period, Phu Tho Province provided 640 full scholarships for Lao students and pledged to continue supporting 100 Lao students annually under a resolution of the Provincial People’s Council.

To elevate bilateral cooperation to a new level, Secretary Pham Dai Duong proposed that both sides focus on several key areas: strengthening political trust and coordination mechanisms; promoting cooperation in education, training, and human resource development; enhancing economic, trade, and investment cooperation; expanding collaboration in agriculture and rural development; and fostering cultural, tourism, and people-to-people exchanges.

On behalf of the leadership of Luang Namtha Province, Lieutenant General Kham King Phoui La Ma Ny Vong expressed gratitude for the warm reception and sincere support extended by the Party organization, authorities, and people of Phu Tho Province over the years. He briefed the meeting on Luang Namtha’s potential, advantages, and achievements in Party building and socio-economic development. He also expressed the hope of continuing to receive support from Phu Tho in facilitating business surveys and investment opportunities, providing scholarships for Lao students to study in Phu Tho, and sharing experience in Party building and socio-economic governance.

Lieutenant General Kham King Phoui La Ma Ny Vong affirmed that Luang Namtha Province would continue to work closely with Phu Tho to effectively implement the outcomes of the meeting, contributing to making cooperation between the two provinces a symbol of the Viet Nam–Laos friendship.

Representing the former Vinh Phuc Province, Ms. Phung Thi Kim Nga, Vice Chairwoman of the Provincial People’s Committee, received the Friendship Order awarded by the President of the Lao People’s Democratic Republic and presented by Lieutenant General Kham King Phoui La Ma Ny Vong.

Secretary Pham Dai Duong congratulated Luang Namtha Province on its significant achievements and expressed strong support for the cooperation proposals. To ensure effective implementation, he assigned the Department of Foreign Affairs to coordinate with relevant departments and agencies in carrying out the agreed-upon initiatives.

Phu Tho Province stands ready to provide the most favorable conditions for businesses from both sides to connect and cooperate, continue offering scholarships to Lao students, and prioritize the sharing of experience in Party building and government administration to further strengthen ties between the two localities.

Representing the former Vinh Phuc Province, Mr. Tran Viet Cuong, Director of the Department of Home Affairs, received the Third-Class Development Order presented by Lieutenant General Kham King Phoui La Ma Ny Vong.

Immediately following the meeting, a ceremony was held to present decorations awarded by the President of the Lao People’s Democratic Republic. Lieutenant General Kham King Phoui La Ma Ny Vong presented the Friendship Order to the former Phu Tho Province, the Friendship Order to the former Vinh Phuc Province, and the Third-Class Development Order to the former Vinh Phuc Province.

Delegates also gathered for a commemorative photo session.

Secretary Pham Dai Duong affirmed that the recognition bestowed by the Lao State serves as a great source of encouragement for Phu Tho to continue nurturing the enduring bonds of friendship and solidarity. Both sides expressed confidence that the special solidarity and comprehensive cooperation between Viet Nam and Laos, and between Laos and Viet Nam, will continue to be preserved and strengthened by present and future generations, growing ever stronger and remaining forever green and sustainable.
