On the afternoon of January 14, under the chairmanship of Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, the Provincial People’s Committee (PPC) held its December 2025 Administrative Meeting. The session was convened to review and provide feedback on draft documents under the PPC’s jurisdiction and other matters regarding provincial management and governance.

The meeting approved the report on the PPC’s governance activities for December 2025 and key tasks for January 2026, as well as the report on administrative procedure resolution results for December 2025.
In December, the PPC focused on drastic and comprehensive governance across all sectors, contributing to the successful completion of socio-economic development tasks for 2025 and creating a vital foundation for 2026. The PPC issued over 3,800 directive documents, including many crucial decisions and plans regarding organizational apparatus, land management, investment, finance, budget, social welfare, and national defense and security. Coordination with the Provincial People’s Council remained close, ensuring the content and progress of various sessions.
The province concentrated on preparations for the election of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 tenure. Efforts were also intensified in planning, specifically the adjustment of the Provincial Planning for 2021–2030 with a vision to 2050, as well as the assignment of socio-economic targets, public investment plans, and investment promotion programs for 2026.
Regarding socio-economic development, 2025 year recorded outstanding results. The province’s GRDP growth rate reached 10.52%, ranking first in the Northern Midlands and Mountains region. Budget revenue exceeded estimates, while investment attraction and public investment capital disbursement achieved impressive results. Administrative reform results continued to rank among the “Excellent” group of localities. According to the index serving citizens and businesses on the National Public Service Portal, by the end of December 2025, Phu Tho scored 92.95 points, ranking 13th out of 34 provinces and cities.
During the discussion, delegates suggested that in the coming time, focus should be placed on caring for the people during the Lunar New Year, ensuring social welfare, and stabilizing the market before, during, and after the holiday. They also called for drastic solutions to promote growth, careful preparation for the upcoming elections, and a review of mechanisms and policies to promptly remove obstacles and unlock resources for economic development.

In his conclusion, Chairman Tran Duy Dong emphasized: 2025 concluded with comprehensive and outstanding results. The province completed and exceeded 15 out of 15 socio-economic development targets, affirming the effort, determination, and responsibility of the entire political system.
Regarding future tasks, Chairman Tran Duy Dong requested: "Act decisively and accelerate right from the beginning of the year, striving to maintain double-digit growth and complete all 15 key targets." He urged departments and localities to uphold a spirit of solidarity and proactiveness, focusing on the effective implementation of the 2026 socio-economic development plan, with a core emphasis on accelerating public investment disbursement, administrative reform, and supporting production and business.
Also at the meeting, delegates discussed and provided feedback on several important provincial matters, including: a proposal for the Provincial People’s Committee to allow the application of maximum price levels for public irrigation products and services—in accordance with Decision No. 1477, dated August 5, 2021, of the Ministry of Finance—to finalize support funds for the use of public irrigation services during 2023-2024 within the former Vinh Phuc province; a draft Directive from the Provincial Party Standing Committee on strengthening Party leadership in citizen reception and the resolution of complaints and denunciations following the implementation of the two-level local government model; and a draft Resolution of the Provincial Party Executive Committee along with a Project on developing the culture and people of Phu Tho province for the 2025-2030 period, with a vision toward 2045.
