On the afternoon of March 3, Mr. Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — chaired a conference to hear reports from departments and sectors on two major contents: the investment plan for the Ring Road 5 project (the section from IC5 intersection of the Noi Bai - Lao Cai Expressway to Vinh Thinh Bridge) and the progress of procedures for the Thuy Van Industrial Park adjustment project.
Also attending were Mr. Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, along with leaders of relevant departments.

At the meeting, the leadership of the Department of Construction reported on the proposed investment plan for the Ring Road 5 of the Capital Region. This is a key public investment project aimed at completing the route according to the Capital Region Planning, promoting sustainable regional connectivity, and enhancing the province’s geopolitical position in the economic map of Northern Vietnam.

The project spans approximately 21.7km, with its starting point at the intersection of National Highway 2C and the Tam Duong Industrial Park ring road; the endpoint is at the foot of Vinh Thinh Bridge in Vinh Phu Commune. The road is designed with 6 lanes, with a total estimated investment of over 3,300 billion VND. The funding will be sourced from central and local public investment budgets for the 2026-2030 period, with an expected implementation timeframe of 4 years upon approval.

Directing the proposal for Ring Road 5, the Chairman of the Provincial People’s Committee emphasized the project’s strategic importance in regional connectivity and as a catalyst for local socio-economic development.
To ensure feasibility and compliance with the master plan, the Chairman requested specialized agencies to coordinate on reviewing, calculating details, and balancing financial resources while strictly maintaining the 6-lane scale. The investment roadmap must be scientific, with reasonable phases tailored to budget balancing capabilities and actual disbursement progress to avoid fragmented investment and waste.
The Department of Construction was assigned to collaborate with relevant agencies to finalize the documentation and advise the Provincial People’s Committee on reporting to the Ministry of Construction for professional opinions and implementation guidance. The general spirit is to ensure strict adherence to the schedule and current legal regulations.
Also at the conference, the Chairman and delegates discussed and provided opinions to remove bottlenecks and obstacles, thereby accelerating the progress of completing procedures for the Thuy Van Industrial Park adjustment project.
