On the afternoon of July 2, a working delegation from the National Assembly’s Economic and Financial Committee, led by Nguyen Minh Son, Vice Chairman of the Committee, conducted a field survey and held a working session with the People’s Committees of Phu Tho, Thai Nguyen, Ninh Binh, Hung Yen provinces, and the cities of Hai Phong and Hanoi regarding the investment project for the construction of Ring Road 5 of the Hanoi Capital Region.
The delegation included representatives from relevant ministries and central agencies. Representing Phu Tho Province were Provincial Party Committee members Quach Tat Liem, Vice Chairman of the Provincial People’s Committee; Nguyen Van Manh, Deputy Head of the National Assembly Deputies' Delegation of Phu Tho Province; leaders of the Departments of Construction, Finance, Agriculture and Environment, Industry and Trade, along with representatives of relevant agencies and units.

According to the report, the Ring Road 5 – Hanoi Capital Region project is a nationally significant transport infrastructure project, expected to be implemented during 2026–2030 with an estimated total investment of more than VND 235.7 trillion. The approximately 321-km route will pass through seven localities: Hanoi, Phu Tho, Thai Nguyen, Bac Ninh, Hung Yen, Hai Phong, and Ninh Binh.
The road is planned as a six-lane expressway, complemented by parallel roads in accordance with local planning, except for the section in Thai Nguyen Province, which will have four expressway lanes. Once completed, the project is expected to strengthen regional connectivity, ease traffic congestion in central Hanoi, promote socio-economic development, boost industrial and logistics activities, and create new development space for the Capital Region.
For Phu Tho Province, the pre-feasibility study proposes a route of approximately 90.53 km, traversing areas formerly belonging to Hoa Binh and Vinh Phuc provinces. The six-lane expressway will connect with key transport corridors, including the Noi Bai–Lao Cai Expressway, National Highways 2 and 2C, Vinh Thinh Bridge, and provincial roads. The project is expected to enhance transport capacity, strengthen interregional connectivity, and create favorable conditions for the development of industrial parks, urban areas, and logistics services in the province.

During the meeting, Vice Chairman Quach Tat Liem and representatives of provinces along the proposed route recommended that central ministries and agencies advise the National Assembly and the Government on establishing special mechanisms to facilitate project implementation. They also proposed detailed planning for embankment material supplies, suitable spoil disposal sites to avoid increasing project costs, expansion of parallel roads in line with local planning, the addition of interchanges serving industrial parks and urban areas, and appropriate engineering solutions for sections with challenging terrain.

On behalf of the delegation, Vice Chairman Nguyen Minh Son acknowledged the proactive coordination of ministries, central agencies, Phu Tho Province, and other localities in preparing the project. He also noted the recommendations raised during the meeting and stated that they would be consolidated and submitted to the competent authorities for consideration.
Earlier the same day, the delegation conducted a field inspection at the Vinh Thinh Bridge area on National Highway 2C in Vinh Phu Commune, where they reviewed the proposed alignment of the project through Phu Tho Province.
