After two days of focused, responsible and productive discussions, the third session of the 20th Phu Tho Provincial People’s Council for the 2026–2031 term concluded on the afternoon of June 30, completing its full agenda.

Addressing the session, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Phu Tho Provincial People’s Committee, affirmed that despite continuing challenges facing the global and domestic economies, Phu Tho emerged as one of the country’s brightest economic performers during the first half of 2026.

According to official figures released by the General Statistics Office on June 30, the province’s Gross Regional Domestic Product (GRDP) grew by 9.15 percent in the first quarter and accelerated to 10.95 percent in the second quarter. Overall, GRDP growth for the first six months reached 10.18 percent, ranking seventh nationwide and first among the Northern Midlands and Mountainous Region. The result exceeded the target assigned by the Government and remained in line with the province’s growth scenario.

The province also continued to demonstrate strong governance performance. Phu Tho ranked among the top five localities nationwide in the 2025 Provincial Competitiveness Index (PCI), placed second nationally in the Land Access Index, and remained one of the country’s leading localities in building a facilitating government and implementing business support policies.

Focusing on practical solutions, Chairman Tran Duy Dong outlined major measures to address four key priorities. To accelerate public investment disbursement, the province will link disbursement performance with key performance indicators (KPIs) for agency heads, reallocate capital from delayed projects, replace underperforming contractors and fully implement a one-stop administrative processing mechanism.

To improve housing quality while bringing social housing closer to commercial housing standards, Phu Tho aims to complete 10,000 social housing units in 2026. Twenty-four projects are currently under implementation, with an additional 12 expected to break ground before the end of the year. To speed up implementation, the province will introduce a “Green Channel” mechanism to reduce legal procedures by 50 percent, allocate an additional VND 100 billion through the Vietnam Bank for Social Policies to support homebuyers, and diversify rental housing options.

To fundamentally address bottlenecks in land administration, the province will launch a 180-day campaign, running from July 1 to December 31, 2026, to build a comprehensive land database. The campaign will focus on simplifying administrative procedures, strengthening administrative discipline, tackling illegal brokerage activities and proposing a pilot model under which Land Registration Offices would operate at the commune level to better serve residents.

During the session, provincial People’s Council deputies demonstrated a high sense of responsibility through active discussions and approved 35 important resolutions. These resolutions provide a solid legal foundation and strong momentum for the province’s socio-economic development in the coming years.

In his closing remarks, Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council, stated that after two days of serious, democratic and constructive deliberations, the third session had successfully completed all of its agenda. He noted that the People’s Council had adopted a series of thematic resolutions with broad consensus, promptly translating the Party’s guidelines and the State’s policies into practical measures suited to local conditions.

To ensure that the newly adopted resolutions are effectively implemented, he requested the Provincial People’s Committee and relevant agencies to focus on achieving the province’s annual economic growth target of 11 percent. Priority tasks include accelerating public investment disbursement, completing land clearance, fulfilling the 2026 social housing programme, promoting digital transformation, and effectively operating the “24-hour Green Channel” and “50% Green Channel” mechanisms for key investment projects. The province also aims to resolve difficulties facing 99 out of 149 long-delayed projects before December 31, 2026.

He further called for the timely implementation of talent attraction policies, enhanced support for officials assigned to grassroots levels, and full benefits for part-time officials and village health workers. At the same time, the province will continue preserving cultural heritage, safeguarding national defence and security, strengthening the management of natural resources and public finances, enforcing fiscal discipline, preventing waste, streamlining the administrative apparatus and taking firm action against officials who avoid responsibility or delay decision-making.

Chairman Bui Duc Hinh also urged the Provincial People’s Committee and relevant agencies to fully honor commitments made during the question-and-answer session, promptly address voters' legitimate concerns, and ensure effective implementation of the resolutions. He called on People’s Council deputies to strengthen oversight activities and maintain close engagement with voters by reporting the outcomes of the session and listening to public opinions and aspirations, thereby further promoting the people’s right to participate in local governance.
