On May 22, a delegation from the Provincial People’s Committee led by Mr. Dinh Cong Su—Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—conducted a field inspection to urge the implementation progress of projects under the "Scheme for Population Stabilization and Socio-Economic Development in the Da River Resettlement Zone." These projects are invested in by the Hoa Binh Regional Project Management Board.

The delegation included leaders from the Department of Agriculture and Environment, the Department of Finance, the Department of Construction, the Office of the Provincial People’s Committee, the Hoa Binh Regional Project Management Board, and the Hoa Binh Regional Land Fund Development Center.

Provincial People’s Committee Vice Chairman Dinh Cong Su and the working delegation conduct a field inspection at the starting point of the main road project connecting Phu Cuong Commune (now Muong Bi Commune) to Go Lao (Tan Mai Commune).

According to a report from the Department of Agriculture and Environment, the total allocated capital plan for 2026 across these projects stands at 349.758 billion VND. This includes 339.822 billion VND from the central budget and 9.936 billion VND from the provincial budget. However, as of May 20, 2026, disbursement recorded a modest 14.956 billion VND, hitting only 4.3% of the annual target.

Among the ongoing projects, the inter-commune road connecting Thung Hamlet (Muong Hoa Commune) to Dai Hamlet (Thung Nai Commune) requires a total investment of 86.347 billion VND for a length of 6.43 km. It has currently achieved about 62.8% of its construction volume. Regarding site clearance, approximately 90% of the land area has been handed over. The Thung Nai Commune People’s Committee has approved a compensation plan of over 8 billion VND and organized payouts to affected households.

Concurrently, the main road project connecting Phu Cuong Commune (now Muong Bi Commune) to Go Lao (Tan Mai Commune) requires a total investment of 300 billion VND for a length of 14.5 km. To date, it has reached about 33.48% of its contract value.

Only 8 out of 14 km of the site has been handed over, with numerous sections remaining fragmented (xen kẹp), which prevents construction machinery from gaining access. Site clearance in Tan Mai and Muong Bi communes faces steep challenges due to snags in determining land origins, traffic corridors, verifying households directly engaged in agricultural production, and land-use right disputes.

For the project upgrading the inter-commune road from Vay Nua (now Da Bac Commune) to Tien Phong, which requires a total investment of 400 billion VND for a length of 24.787 km, the completed contract volume stands at roughly 36.18%. The project has disbursed 5.196 billion VND, equivalent to 3.8% of its 2026 capital allocation. Although site clearance has reached nearly 93%, multiple sections remain fragmented due to a lack of community consensus. Several households are demanding compensation rates higher than state regulations, and some have even re-encroached upon previously cleared land.

A handful of other projects are fundamentally complete, including the road connecting the center of Dong Chum Commune (now Tan Pheo Commune) to Muong Chieng Commune (now Duc Nhan Commune), which has reached approximately 95% of its volume; the road connecting Na Bo Hamlet to Cai Hamlet in Tan Mai Commune at 98%; the project linking Route 433 to Dam Phe Hamlet (Duc Nhan Commune) at 98%; and the upgrading of the Nanh Nghe inter-commune road (now Duc Nhan Commune), which has secured roughly 99% of its contract volume. Nevertheless, these projects still confront bottlenecks regarding capital shortages, landslide mitigation, and the finalization of supplementary site clearance procedures.

Overall evaluations indicate that the implementation progress of various projects remains sluggish, and disbursement rates have failed to meet the requirements directed by the Chairman of the Provincial People’s Committee in Official Notification No. 218/TB-UBND dated April 7, 2026. Certain construction contractors have failed to concentrate sufficient manpower and machinery, leading to instances where handed-over land sits idle without timely execution, causing land re-encroachments. Furthermore, traffic safety and environmental sanitation control on construction grounds remain limited, impacting local livelihoods and grassroots mobilization efforts.

Concluding the inspection, Vice Chairman Dinh Cong Su urged the Hoa Binh Regional Project Management Board to strictly execute the directives of the Provincial People’s Committee, focusing heavily on untangling site clearance snags, accelerating construction progress, and boosting public investment disbursement. The board must assign clear accountability to leaders in charge of each project, regularly review timelines, and promptly process emerging defects and variations.

The Vice Chairman ordered contractors to mobilize maximum manpower and machinery, capitalizing on favorable weather windows to accelerate construction speed. He emphasized that execution must commence immediately on cleared land sections while guaranteeing absolute structural quality, labor safety, and environmental sanitation.

Localities must coordinate closely with the investor, the Land Fund Development Center, and relevant departments and sectors to swiftly complete compensation, support, and resettlement work. This coordination is vital to generating community consensus, ensuring that all projects are successfully brought to the finish line on schedule within 2026.
