On the afternoon of May 21, under the chairmanship of Mr. Pham Dai Duong—Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, and Head of the Steering Committee—the Standing Bureau of the Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation of the province organized a conference. The event aimed to evaluate performance results in the first 5 months of the year and deploy core orientations and tasks for the remaining 7 months of 2026.

The report presented at the conference indicated that Phu Tho has completed the consolidation of its steering apparatus, establishing the Steering Committee for Science, Technology, Innovation, Digital Transformation, and Project 06 from the provincial level down to 100% of communes and wards. Leadership and governance have witnessed powerful shifts in mindset, transitioning from “following plans” to “working toward goals, products, and substantive efficiency” driven by real-time data.
To date, the province has fulfilled 139 out of 261 time-bound assigned tasks (reaching a rate of 53.25%). Digital infrastructure recorded breakthrough advancements with the commissioning of a growth monitoring and executive system built upon a real-time digital data platform. 5G network coverage has been deployed at 100% of commune and ward centers and industrial parks, completely eliminating 24 signal-deprived hamlets across the province.
In public service delivery, Phu Tho scored 95.27 out of 100 points according to the Index 766 framework, conclusively resolving 99.39% of overdue dossiers thanks to the effective implementation of the "45-Day Peak Campaign." The application of digital platforms and data continues to yield clear efficiencies: the processing rate of electronic documents within Party agencies leads the nation; 100% of land data has been synchronized; and 100% of educational institutions have deployed electronic student reports (học bạ số), contributing to upgrading state management efficacy and better serving citizens and enterprises.
The conference focused on reviewing and debating long-term strategic contents, with a primary focus on: the Cooperation Program among the Ministry of Science and Technology, Vietnam National University, Hanoi, and Phu Tho Province on developing science, technology, innovation, and digital transformation for the 2026–2030 period; the catalog of major foundational problems; and plans to concentrate resources on data infrastructure.
Specialized units and tech enterprises also presented several core technical solutions, including the deployment progress of the Intelligent Operations Center (IOC) and the province’s shared database, alongside the “60-Day Data Blitz” strategy and the “Second Brain for Provinces/Cities” solution—a digital knowledge platform supporting leadership, direction, and governance. Experts and scientists contributed straightforward feedback to untangle technical bottlenecks and accelerate comprehensive digitalization across the locality.
Delivering his directive speech, Provincial Party Committee Secretary Pham Dai Duong acknowledged and highly evaluated the achieved results, while emphasizing the particularly vital role of science, technology, innovation, and digital transformation in the new development era. He requested agencies and units to clarify both the holistic picture and specific quantitative metrics, urging them to swiftly review, decentralize, and clearly list out tasks under the jurisdiction of each level and sector to facilitate inspection and supervision.

The Secretary demanded strict control over KPI metrics on the Central Government’s monitoring portal, ensuring that no delays or late updates occur that could negatively affect the province’s systemic scores. Tasks assigned by the Central Government must guarantee on-time completion and absolute quality.
The Provincial Party Committee Secretary noted that signed cooperation programs must be substantive, with clearly defined output products, resources, and implementation roadmaps. Units must urgently finalize the Digital Transformation Scheme and the Science, Technology, and Innovation Development Scheme to submit to the Standing Bureau and the Standing Committee of the Provincial Party Committee for approval at the earliest opportunity.
The establishment of the Innovation Center must guarantee substantive operations under a “technology marketplace” model to bridge supply and demand. Priority should be given to investing in physical facilities to support enterprises in showcasing technology, organizing product introduction seminars, and driving digital transformation to spread deeply and widely across society.
