On April 17, a provincial working delegation led by Mr. Quach Tat Liem - Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee - conducted an inspection of construction progress, compensation, support, and resettlement for several transport projects in the Hoa Binh area. Participants included representatives from relevant departments, the Hoa Binh Area Project Management Board, the Land Fund Development Center, and leaders of Toan Thang, Muong Bi, Muong Hoa, Cao Phong, and Thung Nai communes.

Vice Chairman Quach Tat Liem listened to reports from the Hoa Binh Area Project Management Board and contractors on the progress of the Ngoi Hoa - National Highway 6 Road Project.
The delegation conducted a site inspection of the Ngoi Hoa - National Highway 6 Road Project. The project has a total investment of 325 billion VND and a total length of 14.86 km. According to reports, site clearance has achieved positive results with 14.4 km handed over to contractors. Out of 32.1 hectares of land required, 28.64 hectares (89.2%) have been recovered.
During the site inspection, Vice Chairman Quach Tat Liem requested the investor and local authorities to proactively coordinate in resolving difficulties for the section of the Ngoi Hoa - National Highway 6 Road Project passing through Muong Hoa Commune.
However, 3.46 hectares remain uncleared due to issues in land ownership identification, compensation unit prices, and cadastral map adjustments. Currently, construction volume has reached about 66.8% of the contract value. Contractors are deploying multiple items on the main and branch lines. Specifically, Suoi Hoa Bridge and Tham Hamlet Bridge are basically on schedule. For 2026, the project was allocated over 80 billion VND, but only 24 billion VND has been disbursed; the investor proposed an additional 52 billion VND to ensure completion within the year.

Vice Chairman Quach Tat Liem and the delegation inspected the construction progress of Suoi Hoa Bridge and the branch road, which are components of the Ngoi Hoa - National Highway 6 Project.
Regarding the Provincial Road 436 Rehabilitation and Upgrading Project (km0+00 - km7+00), with a total investment of 300 billion VND, 100% of the land recovery notices have been completed. Compensation has been paid to 372 households totaling over 33.5 billion VND, and 6.3 out of 7 km has been handed over. About 2.7 hectares remain uncleared due to the need for re-procedural land recovery and resettlement arrangements.
Construction for this project has reached about 33% of the contract value. Several bridges, such as Muong Lam, Co Pai, The, and U, have basically completed their main structures. Roadbed, drainage, and sidewalk items are underway but progress is slow. Notably, certain retaining walls and roadbed sections are behind schedule.
Inspecting the Provincial Road 436 Project, the Vice Chairman requested the Hoa Binh Area Project Management Board and authorities of Muong Bi and Toan Thang communes to focus on site clearance and land recovery.
The New Residential Road Projects (QH13, QH13B, QH13C) in Cao Phong and Thung Nai communes have a total investment of 180 billion VND. To date, progress is limited due to site clearance bottlenecks. Out of 13.43 hectares required, only over 5 hectares have been handed over. Many households disagree with compensation prices or have hindered asset inventorying. Construction volume is currently low. For the QH13C route bridge, bored piles and part of the girder structures have been completed.
Following the site inspection, Vice Chairman Quach Tat Liem urged the Project Management Board and local communes to prioritize site clearance and demanded contractors to accelerate construction.
In his concluding remarks, Vice Chairman Quach Tat Liem requested investors, contractors, and local authorities to resolve site clearance obstacles, particularly in determining specific land prices and finalizing resettlement plans. He also urged contractors to bolster manpower and equipment, establish detailed weekly and monthly schedules, and proactively overcome weather impacts to ensure project quality and progress. The goal is to complete these projects in 2026, contributing to transport infrastructure and driving local socio-economic development.
