On the morning of March 10, Mr. Quach Tat Liem – Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – conducted a field inspection of the construction progress of several transport projects in the Vinh Phuc area.
Vice Chairman Quach Tat Liem inspects the National Highway 2 (QL2) Renovation and Expansion Project.
The National Highway 2 Renovation and Expansion Project (Vinh Yen - Viet Tri section) spans over 11km. As of the end of February 2026, local authorities have only handed over approximately 3.9km of the site to the investor. The remainder of the project faces significant obstacles regarding compensation, site clearance, and resettlement.
During the inspection, Vice Chairman Quach Tat Liem requested that the communes involved review and adjust land-use planning and plans. He directed the establishment of appraisal councils to verify land origins and arrange resettlement areas for residents. He also emphasized the need to strengthen public communication to encourage citizens to comply with land policies and promptly hand over the remaining sites.

Regarding the IC2 and IC5 Interchange Projects, the Vice Chairman urged the Vinh Phuc Regional Project Management Board to recalculate the scale of the operations centers to ensure suitability. He requested that the authorities of Phuc Yen Ward and Tam Duong Commune increase efforts to mobilize households to clear their assets and hand over the site so contractors can proceed with construction.

As for the Capital Region Transport Connection Infrastructure Project (covering the Capital Region Ring Road 5 and the section along the foot of Tam Dao mountain, connecting Ring Road 5 with QL2B to Tay Thien, and leading to QL2C and Tuyen Quang), 15km out of the total 26.7km has been cleared.
After hearing reports on the progress and bottlenecks, Vice Chairman Quach Tat Liem assigned the Project Management Board to coordinate with the Departments of Construction, Natural Resources and Environment, and Industry and Trade to resolve obstacles in compensation and site clearance. He also tasked them with presiding over the appraisal of basic designs related to the electrical system.
Finally, he urged local governments to intensify legal dissemination regarding land laws, while calling on contractors to maximize manpower and machinery to ensure both quality and progress in areas where the site has been cleared.
