On March 9, Mr. Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, chaired a meeting to review the Department of Construction’s report on investment preparations for transport projects scheduled to begin construction in 2026.

According to the Department of Construction, the province is finalizing investment preparations for 26 transport projects with a total projected budget of approximately 35 trillion VND. The portfolio includes 6 projects proposed by the Department of Construction, while the remaining are managed by regional Project Management Boards (PMBs): 7 in Vinh Phuc, 8 in Phu Tho, and 5 in Hoa Binh.

The projects focus on constructing expressway connectors, belt roads, urban bypasses, and routes linking industrial zones and tourist attractions, as well as upgrading provincial roads. The implementation of these projects aims to systematically complete the transport infrastructure system, enhance regional connectivity, and expand the province’s development space.

Among these are several large-scale projects, such as: the Viet Tri - Hoa Binh route connecting the Noi Bai - Lao Cai Expressway with the Hoa Binh - Son La Expressway; Capital Region Belt Road 5 (the section from IC5 interchange to Vinh Thinh Bridge); the connector road linking the Red River left dike with Van Phuc Bridge; the road running parallel to the Hanoi - Lao Cai railway; and the Hoa Binh - Moc Chau Expressway project (section Km0 - Km19).

Currently, relevant agencies and units are urgently finalizing project dossiers, conducting appraisal procedures, securing investment policy approvals, and preparing all necessary conditions to strive for commencement within 2026.

According to the Department of Construction, the majority of these projects are currently in the stages of drafting and appraising investment policies or finalizing project dossiers. Several works are expected to break ground between the third and fourth quarters of 2026, following the completion of planning, technical design, and contractor selection procedures.

The simultaneous implementation of these transport projects is expected to create an infrastructure breakthrough, enhancing both intra-provincial and inter-regional connectivity. This will help attract investment and foster industrial and tourism development, thereby contributing to the province’s socio-economic growth in the coming period.

At the conference, Vice Chairman Quach Tat Liem of the Provincial People’s Committee urged departments and agencies to clarify existing bottlenecks in project implementation, particularly issues regarding planning, capital allocation, appraisal timelines, challenging divided terrains, and legal procedures for land-use conversion.

The Vice Chairman reaffirmed that transport infrastructure is vital for expanding development opportunities and fostering regional connectivity; therefore, investment preparations must be proactive, methodical, and "one step ahead." Accordingly, he requested the Department of Construction, Regional Project Management Boards, and relevant sectors to continue reviewing planning, finalizing dossiers, and accelerating the appraisal and approval of investment procedures. Agencies must proactively coordinate to promptly resolve any difficulties arising during implementation.

Furthermore, units are required to develop specific plans and progress charts for each project and task. They must proactively balance resources and carefully calculate factors that could affect the total investment costs and execution schedules.

The Vice Chairman also demanded that all agencies focus intensely on investment preparations, striving to complete all necessary procedures to break ground on key transport projects in 2026. This will contribute to perfecting the transport infrastructure system and serve as an engine for the province’s socio-economic development in the coming period.
