On March 3, Mr. Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — conducted a site inspection to review the construction progress, compensation, support, and resettlement efforts for several key transport projects in Luong Son Commune.

According to the reports, the Hoa Binh - Hanoi Regional Connectivity Road and Son La Expressway (Hoa Binh - Moc Chau section) project has a total length of over 49km. To date, the contractors have deployed four construction fronts, with a total executed value of 626 billion VND (equivalent to 44.3% of the contract value). Site clearance has reached approximately 80% of the entire route, while the disbursement rate stands at over 76%. However, the project still faces obstacles related to compensation, support, and resettlement.

Regarding the Phase 1 of the road connecting Luong Son Town to Xuan Mai, Hanoi, site clearance has reached nearly 48% of the total land recovery area. Compensation and support have been paid to 305 households and one organization. Currently, 4km out of 7.6km of the route has been handed over, with disbursement exceeding 305 billion VND. The primary challenge remains the remaining 3.6km where site clearance is yet to be completed.

The road project from National Highway 6 to Nhuan Trach Industrial Park (formerly Luong Son District) spans 2.53km. To date, 98.4% of the route has been handed over, and the construction volume has reached approximately 95% of the contract value. Currently, a 40-meter section at the National Highway 6 intersection is still facing site clearance issues.

During the working session, various units and local authorities highlighted difficulties in site clearance, the construction of resettlement areas, and the verification of land use origins.

Concluding the inspection, the Vice Chairman affirmed that these are key transport projects vital to the socio-economic development of both the province and the locality. He requested all relevant units to heighten their responsibility and strengthen coordination. The Hoa Binh Regional Land Fund Development Center was urged to collaborate with Luong Son Commune to establish a specific plan for site clearance.

The investors, contractors, and construction units must work closely with local authorities to accelerate construction progress, compensation, and resettlement. They must promptly resolve bottlenecks in accordance with legal regulations, particularly procedures related to the conversion of land use purposes within the project’s recovery boundaries.
