On April 10, Mr. Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee — conducted a field inspection of several key projects in the Hoa Binh area. Accompanying the delegation were Vice Chairmen of the Provincial People’s Committee Vu Viet Van and Quach Tat Liem, along with leaders of relevant departments, sectors, and localities.

During the mission, the delegation inspected the connecting road from Tran Hung Dao Street (Hoa Binh Ward) to National Highway 6 (Thong Nhat Ward). Although construction began in 2022 with a 2026 deadline, the implementation value has currently only reached 53.3% of the contract. Major bottlenecks include incomplete site clearance for 1.86km out of 4.36km, slow relocation of technical infrastructure (power lines and telecommunications cables), and high material costs affecting construction progress.
The Chairman also visited the 2,600-billion-VND South Korean ODA-funded project, which involves upgrading 8.95km of National Highway 6 and constructing flood control infrastructure. Despite land recovery notices having been issued, progress remains sluggish due to a lack of cooperation from some households and discrepancies in land coordinate data. Similarly, the road connecting QH8 with An Duong Vương Street has reached 53.73% of construction volume, but site clearance is lagging as land origins remain unverified for several households.

The progress of the Trung Minh A New Urban Area Project has been hindered by several lingering obstacles in site clearance.
Regarding the Trung Minh A and Trung Minh B New Urban Areas, reports show that Trung Minh A has achieved 90% site clearance and nearly finished its primary technical infrastructure. However, the project is stalled by unresolved compensation values for the medium-voltage electrical system. Meanwhile, Trung Minh B has reached 86.8% site clearance and 50-65% infrastructure completion but faces challenges from planning overlaps with the Hoa Lac - Hoa Binh Expressway. Notably, social housing projects totaling over 2,300 units across both urban areas cannot yet break ground due to regulations requiring 100% site clearance.

At each site, Chairman Tran Duy Dong emphasized that site clearance is the core priority. For transportation projects, he tasked the Provincial Police with ensuring public order and strictly handling cases of intentional obstruction. He also assigned the Hoa Binh Area Project Management Board and the Land Fund Development Center to finalize legal dossiers for compensation and resettlement.
In his concluding remarks, Chairman Tran Duy Dong demanded that all departments and sectors take clear responsibility to resolve land and planning issues. He specifically urged relevant agencies to support investors in striving to break ground on social housing projects in Trung Minh before April 30, 2026, and to finalize all site clearance tasks by May 30, 2026. These efforts are vital to ensuring investment efficiency and driving urban development and social welfare within the province.
