On December 17, Mr. Tran Duy Dong - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee (PPC), chaired a workshop to collect opinions for the Adjusted Master Plan of Phu Tho Province for 2021 - 2030 period, with a Vision to 2050

Speaking at the workshop, Chairman Tran Duy Dong emphasized: Since July 1, 2025, Phu Tho province has been established based on the merger of three provinces—Phu Tho, Vinh Phuc, and Hoa Binh—consisting of 148 commune-level administrative units. The province now possesses a larger scale, greater advantages, and immense potential; it integrates the historical values, culture, resources, achievements, and development room of all three former localities. Inheriting these achievements, in 2025, the unified Phu Tho province has attained significant and comprehensive results across all sectors.
The Chairman affirmed that the province has promptly implemented transitional regulations of the Law on Planning, particularly Resolution No. 66.2/2025/NQ-CP of the Government, which addresses difficulties in adjusting planning during the rearrangement of administrative units and the organization of the two-tier local government.
The adjustment of the Provincial Master Plan is carried out based on the following viewpoints: Inheriting relevant contents from the three previous provincial plans, yet ensuring it is not a mere mechanical addition but a result of research and supplementation tailored to the province’s new development space; maintaining strategic thinking and a long-term vision; and ensuring integration, connectivity, and the minimization of mutual competition between regions.

It closely adheres to the orientations of the National Comprehensive Master Plan, Regional Planning, and the development viewpoints, breakthroughs, and growth drivers identified in the Document of the 1st Provincial Party Congress for the 2025–2030 term. This serves to define development zones, economic corridors, dynamic axes, growth poles, and strategic development pillars, all linked to specific and feasible development scenarios. Furthermore, it establishes a roadmap for each development phase, region, and sector, aligned with the capacity for resource mobilization.
The Chairman emphasized that the workshop serves as a multilateral forum to record and absorb evaluation and counter-arguments from policymakers, experts, and scientists. This demonstrates Phu Tho’s commitment to transparency and openness in its planning process. The ultimate goal is to finalize a Master Plan that is not only legally sound but also crystallizes collective wisdom, practicality, and long-term vision to create a new foundation for sustainable development in the new era.
At the workshop, experts, scientists, representatives of departments, sectors, and consulting units contributed many vital ideas focusing on key aspects of the planning adjustment dossier. Many opinions suggested clarifying and emphasizing the advantages of the three regions prior to the merger to orient a connectivity that creates a unique competitive edge for Phu Tho. Furthermore, they recommended a deeper recognition of cultural aspects, given that Phu Tho possesses historical, cultural, and heritage diversity, and stressed the need for in-depth research to identify a strategic ’development trigger' (strategic pressure point) for the province.
Based on these contributions, Phu Tho province will soon complete the dossier for the Provincial Master Plan for 2021 - 2030, with a vision to 2050, to submit to competent authorities for approval. This will serve as the guiding foundation for the province’s rapid, harmonious, and sustainable development in the new phase.
