On the afternoon of May 25, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired a meeting. The session aimed to hear relevant departments and sectors report and propose plans to untangle difficulties and hurdles for backlogged projects, in accordance with the conclusions of the Central Inspection Commission and directives from the Provincial People’s Committee.

The meeting saw participation from the Vice Chairmen of the Provincial People’s Committee and leaders of relevant departments and sectors. Conclusively resolving these backlogged projects is designated as a core task to combat wastefulness, liberate stagnant resources, and drive socio-economic development across the province.
According to reports presented at the meeting, a comprehensive review indicates that the province currently hosts 149 backlogged projects. To ensure timely handling, on May 13, 2026, the Provincial People’s Committee issued an official document tasking functional bodies to spearhead and coordinate reviews, thereby advising on tailored resolution plans. Concurrently, a periodic and ad-hoc reporting mechanism was instituted to allow the Provincial People’s Committee to swiftly review and direct operations.
Grounded upon Resolution No. 29/2026/QH16 of the National Assembly and Decree No. 147/2026/NĐ-CP of the Government—which provides guidelines on executing specific mechanisms and policies to untangle hurdles for protracted and backlogged projects—delegates focused on debating and unifying the criteria, principles, and processing sequences. Concurrently, the conference assigned clear, specific tasks to individual departments and sectors to spearhead the resolution of bottlenecks for each specific project or cluster of unique projects.
Delivering his concluding speech, Provincial People’s Committee Chairman Tran Duy Dong emphasized that conclusively resolving backlogged projects carries particularly vital significance. It efficiently contributes to anti-wastefulness campaigns, clears choked resource channels, and generates a powerful momentum to drive local economic growth and socio-economic development. Consequently, all levels and sectors must closely follow and remain determined to strictly execute these tasks in accordance with the spirit of directives from the Central Government and the Standing Committee of the Provincial Party Committee.

The Chairman requested departments and sectors to concentrate on conducting thorough and scientific reviews and classifications for each individual project. On that basis, they must propose optimal processing options that guarantee strict adherence to legal regulations, sequences, and procedures. Concurrently, it is mandatory to define the clear line ministries, appraising bodies, and specific completion timelines for each assigned task.
Regarding forthcoming missions, the Chairman assigned the Provincial Inspectorate to continuously execute inspections on projects that have yet to receive formal inspection conclusions. The unit must resolutely propose strict penalties against investors who deliberately delay project implementation. For bottlenecks that exceed local jurisdiction or involve specialized statutory laws, the Provincial Inspectorate is tasked with proactively coordinating and working with the Government Inspectorate to reach a consensus on definitive solutions.
The Chairman explicitly reminded functional bodies to remain prudent, rigorous, and cautious during the review process, absolutely ensuring that no projects eligible for resolution are omitted or overlooked from the summary and advisory pipelines. This instruction applies particularly to projects that have already been subjected to inspection, examination, audit conclusions, or legal judgments, as well as those bearing similar legal characteristics or circumstances.
The Provincial People’s Committee will maintain a mechanism to regularly hear progress updates and unify tailored resolution options for each project, ensuring timely reporting to seek directive opinions from the Standing Committee of the Provincial Party Committee and the Executive Board of the Provincial Party Committee.
