On the afternoon of April 8, the Provincial People’s Committee held its March Administrative Conference to evaluate the socio-economic performance of the first quarter of 2026. The conference focused on three core indicators: economic growth, budget revenue, and the allocation and disbursement of public investment capital.

The meeting was co-chaired by Mr. Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, along with Mr. Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council. Attendees included provincial leaders, heads of various departments, and representatives from central agencies based in the province. The conference was conducted in a hybrid format, connecting to all communes and wards province-wide.
In Q1/2026, the Provincial People’s Committee directed tasks with high determination and synchronization. The province proactively issued specific plans to flexibly respond to external fluctuations while intensifying administrative reforms, improving the business environment, and removing obstacles for enterprises.
As a result, the provincial socio-economic situation recorded positive outcomes. The Gross Regional Domestic Product (GRDP) for the first quartier is estimated to have grown by over 9.15% year-on-year, surpassing the national average of 7.83%. This performance ranks the province 11th out of 34 provinces and cities nationwide and 3rd out of 9 in the Northern Midland and Mountainous region.
However, growth remained lower than the ambitious target of 10.7%. State budget revenue reached approximately 19.9 trillion VND, equivalent to 34.4% of the annual estimate assigned by the Provincial People’s Council, exceeding the initial growth scenario. Public investment disbursement exceeded 2,700 billion VND (13.7% of the Prime Minister’s assigned plan), ranking 10th nationwide. Total import-export turnover was estimated at nearly 35.9 billion USD. Notably, the province attracted about 704 million USD in FDI, a sevenfold increase year-on-year.
In his concluding remarks, Chairman Tran Duy Dong emphasized that while the first quartier results were significant, certain areas like industry and services grew slower than expected. Public investment disbursement also fell short of the 15% quarterly target. He reaffirmed a steadfast commitment to double-digit growth in the spirit of the 14th National Party Congress, demanding that "results in the following quarter must surpass the previous one."
The Chairman requested all departments, sectors, and localities to continue thoroughly grasping and strictly implementing the resolutions and conclusions of the Central Government, the National Assembly, the Government, and the Province. He emphasized a decisive and effective focus on tasks and solutions to achieve double-digit growth, specifically prioritizing the acceleration of public investment disbursement to reach 100% by the end of 2026.
To accomplish these objectives, the Chairman urged all agencies and localities to proactively and drastically resolve issues related to site clearance (GPMB), compensation, and resettlement for projects. He also called for enhanced efforts to remove obstacles for production and business activities and to improve the investment environment, with a particular focus on administrative procedure reform.
The province is determined to pilot the “24-hour Green Lane” and “50% Green Route” administrative procedures. The Chairman demanded the urgent implementation of pending projects under provincial jurisdiction and a thorough review to ensure the effective use of existing office headquarters, as well as the legal handling of redundant public land and housing assets.
Furthermore, he stressed maintaining strict discipline in budget and financial management, preventing revenue loss, and expanding revenue sources. Focus must be placed on ensuring both short-term and long-term energy security, guaranteeing a sufficient supply of electricity and fuel for production—strictly ensuring no power shortages occur. He also directed a crackdown on smuggling, trade fraud, counterfeit goods, and intellectual property violations.
Regarding immediate tasks, the Chairman requested meticulous preparation for the 2026 Hung Kings' Commemoration - Hung Temple Festival and the Ancestral Land Culture-Tourism Week. He called for specific solutions to address the shortage of teachers and imbalances in subject-specific staff structures, while ensuring thorough preparation for the upcoming National High School Graduation Exams and enrollment for all educational levels.

The conference was held in a hybrid format, connecting directly to all communes and wards across the province.
During the session, the Department of Finance reported and sought guidance on resolving difficulties for the expansion of an export leather footwear workshop in Tam Duong by Vinh Thinh General Trading JSC. The Department of Education and Training presented the proposal to establish Quang Trung High School, and the Department of Home Affairs reported on a draft resolution and scheme for administrative reform and the streamlining of administrative procedures.
