Decisive Measures to Promote Double-Digit Economic Growth

On August 7, the Phu Tho Provincial People’s Committee held its regular administrative meeting for July 2026 under the chairmanship of Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee. The meeting was attended by leaders of the Provincial People’s Council, the Provincial People’s Committee, the Vietnam Fatherland Front Committee of Phu Tho Province, the Standing Committee of the Party Committee of the Provincial People’s Committee, members of the Provincial People’s Committee, and heads of provincial departments, agencies and specialized units.

In implementing Government Resolutions No. 168/NQ-CP and No. 169/NQ-CP, the Provincial People’s Committee has proactively updated quarterly growth scenarios with the determination to achieve an annual economic growth rate of 10% or higher. To date, all provincial departments, sectors and localities have translated these targets into detailed action plans.

Reports presented at the meeting showed that the province’s socio-economic performance in July and the first seven months of 2026 maintained strong growth momentum with several outstanding indicators. The Index of Industrial Production (IIP) increased by 24.3% year-on-year, while the manufacturing and processing industry continued to serve as the key growth driver with an increase of 25.18%.

Total retail sales of goods and consumer service revenue exceeded VND 91.2 trillion, up 15% compared with the same period last year. Export turnover reached USD 31.53 billion, increasing 39.7% year-on-year and fulfilling 79.8% of the annual target. Import turnover totaled USD 41.9 billion, up 65.2% and exceeding the annual target by 8.9%.

State budget revenue was estimated at VND 38 trillion, up 15.7% compared with the same period last year, equivalent to 68% of the estimate assigned by the central government and 65.5% of the target approved by the Provincial People’s Council. Domestic revenue reached VND 34.1 trillion, while outstanding credit was estimated at more than VND 399 trillion, representing a year-on-year increase of 17.28%.

Registered foreign direct investment (FDI) exceeded USD 1.9 billion, 2.6 times higher than the same period last year and 18.9% above the annual target. Domestic investment (DDI) reached VND 35.8 trillion. During the first seven months, the province recorded the establishment of more than 3,000 new enterprises, up 13.4%, with total registered capital exceeding VND 35 trillion, while 730 enterprises resumed operations.

As of August 2, public investment disbursement had reached VND 8,132.3 billion, equivalent to 42.1% of the annual plan, slightly higher than the national average of 41.9%.

Alongside economic development, the province continued to prioritize cultural and social development, science and technology, while maintaining national defense and security. Foreign affairs and the mobilization of non-governmental aid have continued to expand in both scope and effectiveness.

During the discussion session, delegates analyzed the causes of current trends and assessed forecasts relating to state budget revenue, credit growth, import-export performance and measures to ensure the province achieves its third-quarter growth targets.

They also reported on difficulties concerning the supply of stone, earth and fill materials for construction, the progress of social housing and major transport infrastructure projects, preparations for the rainy and storm season, land surveying and management, the implementation of projects expected to commence operations this year, and the development of key industrial parks. Additional discussions focused on plans to merge public service units, policies for part-time officials at commune and village levels, and the implementation of the province’s Key Performance Indicator (KPI) evaluation system.

The province will continue promoting a renewed investment promotion strategy centered on “on-site investment promotion” by providing better support for existing enterprises to expand production and attract additional investors, while shifting from an administrative management approach to one focused on support and facilitation.

The meeting also discussed and unanimously approved two proposals prepared by the Provincial Police: a project to organize and improve the operation of Community Learning Centers on Fire Prevention, Firefighting and Rescue while establishing a professional training center, and regulations on the protection of personal data in the operations of state agencies across the province.

Concluding the meeting, Chairman Tran Duy Dong pointed out several shortcomings requiring urgent attention, including uneven growth among economic sectors, domestic investment attraction reaching only 41.1% of the annual target, slow public investment disbursement in several agencies, and 685 administrative dossiers still being processed beyond the prescribed deadlines. He also noted persistent difficulties in determining land prices, handling surplus public land and buildings, and ensuring adequate supplies of fill materials for construction projects.

Emphasizing key priorities for the coming period, the Chairman instructed all departments, agencies and local authorities to promptly translate the Resolution of the Third Plenum of the 14th Party Central Committee into concrete action programs. He called for stricter administrative discipline, greater accountability among agency heads, and decisive personnel measures against officials who evade responsibility or fail to perform their duties.

Authorities were instructed to closely follow the province’s double-digit growth scenario, particularly within key departments such as Industry and Trade, Finance, Construction, Agriculture and Environment, and the Provincial Industrial Parks Management Board. The Provincial Statistics Office was directed to work closely with the Department of Finance to accurately assess growth performance, promptly update newly created production capacity, and ensure that no growth resources are overlooked.

The Chairman also instructed agencies to continue expanding “on-site investment promotion” while accelerating the transition from administrative management to a facilitative and service-oriented approach. He stressed the need to speed up public investment disbursement and complete administrative procedures in accordance with key milestones of August 15, August 31 and September 15, especially for projects managed by the Vinh Phuc and Hoa Binh Regional Project Management Boards, the Department of Health, and the Department of Culture, Sports and Tourism.

Regarding surplus public land and buildings, he required the completion of the second phase of implementation guidance before August 15, 2026, with all related issues to be fully resolved by December 31, 2026. Relevant agencies were also instructed to complete the review of cadastral maps and land records before August 12, 2026, as part of the province’s 180-day campaign to complete its land database, while simultaneously accelerating the 90-day campaign to establish the provincial digital governance data platform.

The Chairman further directed authorities to effectively implement the province’s “green channel” mechanism and the “Entrepreneurs' Coffee” initiative. The Department of Education and Training and the Department of Home Affairs were instructed to coordinate with central ministries and agencies to finalize staffing and employment policies for 2,448 newly recruited teachers. The Department of Health was tasked with continuing the implementation of periodic health check-up programs for local residents.

Chairman Tran Duy Dong also requested thorough preparations for the upcoming special session of the Provincial People’s Council as well as major groundbreaking and inauguration ceremonies scheduled for August.

Reaffirming that the provincial government will continue accompanying and sharing responsibilities with all agencies and organizations, Chairman Tran Duy Dong called on the leadership of the Provincial People’s Committee, department heads and local authorities to strengthen coordination, promote decentralization together with greater personal accountability, and remain determined to successfully achieve all socio-economic development goals and targets set for 2026.
