Decisively Resolving Outstanding Obstacles to Accelerate the Progress of the Park Service Lot 5 Project

On the morning of August 28, during the Entrepreneur Coffee Program, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—directly listened to and issued directives to resolve difficulties related to the Park Service Lot 5 Project (under the 1/500 detailed planning scheme for urban renovation, embellishment, and development of Zone 5 in former Vinh Yen city).

The Park Service Lot 5 Project holds practical significance, contributing to urban landscape creation and the development of trade and services.

Although implementation began in 2019, land clearance work has lingered to date because 17 out of 33 households have not complied with land acquisition decisions, refusing compensation payments and declining to hand over a total land area of 0.26 hectares.

The primary reason is that these households demand compensation rates exceeding statutory regulations and cite reasons for not selling agricultural land. Additionally, land fund management and land clearance documentation in this area remain uncoordinated and lack strict oversight.

Speaking at the working session, Chairman of the Provincial People’s Committee Tran Duy Dong emphasized: This is an important infrastructure project aimed at perfecting the urban landscape and avoiding the waste of invested infrastructure resources.

Therefore, relevant agencies and localities are required to decisively and thoroughly handle remaining issues, accelerating the progress of compensation and site clearance for the entire remaining entangled area.

The Provincial Chairman assigned the People’s Committees of relevant wards (Vinh Phuc, Vinh Yen) to coordinate closely with departments, sectors, the Land Fund Development Center, and functional forces to thoroughly review land origins, clearly determine agricultural land users among the remaining households according to the new administrative boundaries, and conduct a comprehensive review of all compensation and site clearance decisions.

The Provincial Chairman directed the mobilization of the entire political system to continue publicity and advocacy efforts, transparently communicating the province’s compensation guidelines and policies to every household.

Among these, it must be made clear for residents to understand: If they voluntarily comply and accept compensation early, they will enjoy additional support mechanisms and policies as prescribed by law. Conversely, if they deliberately resist—requiring the application of enforcement measures—they will only receive compensation strictly according to statutory framework rates.

In the event that publicity and advocacy efforts prove ineffective, the Provincial Chairman tasked specialized forces with coordinating alongside the Department of Agriculture and Environment and the Department of Justice to convene, agree upon, and formulate an enforcement plan. The Provincial Police and local police forces were instructed to review conditions and draft plans to maintain security and order, ensuring full compliance with legal procedures and processes.

The guiding spirit is to issue new land acquisition decisions and establish a new Land Acquisition Enforcement Board consistent with administrative boundary adjustments and in strict compliance with current Land Law regulations.

Regarding the execution timeline, the Provincial Chairman requested units and localities to complete the review of documentation, publicity, and advocacy prior to September 4, 2026, to report to the Provincial People’s Committee for consideration and guidance; striving to complete all site clearance work by October 2026 at the latest to hand over clean land for project implementation, thereby contributing to local socio-economic growth.
